This role sits within the Change Pillar at CTPHQ and plays a key part in delivering transformation across the national Counter Terrorism network. Based in London, this role is predominantly office-based within secure environments. You will typically be required onsite a minimum of 3 days per week, with flexibility varying depending on project sensitivity. Occasional UK travel will also be required to support regional teams.
You will ideally be an early to mid-career change professional with hands-on experience delivering transformation, or someone who has led change initiatives within an operational or project environment.
About the Role
In this role, you will support the delivery of business change across a portfolio of critical programmes and projects. You will focus on ensuring changes are effectively adopted, embedded and deliver measurable benefits, with particular emphasis on the people side of change. Working closely with programme teams, regional change networks and senior stakeholders, you will help minimise disruption to operations while maximising the impact of transformation initiatives that directly contribute to national security outcomes.
Key Responsibilities
- Support delivery of business change across multiple programmes and projects
- Develop change artefacts including impact assessments, stakeholder mapping, communication and engagement plans, and benefits realisation plans
- Identify and mitigate risks, resistance and barriers to change
- Engage stakeholders across the Counter Terrorism network to support adoption
- Work with Regional Change Teams to ensure consistent delivery nationally
- Contribute to the development and continuous improvement of change frameworks, tools and methodologies
- Partner with HR, Communications and Benefits teams to manage the people impacts of change
- Provide business change input into programme governance and reporting
Core Experience & Skills
- Proven experience delivering or supporting business change or transformation initiatives
- Background may include roles such as: Business Change Manager, Change Lead or Change Analyst OR demonstrable experience leading change in a non-change-specific role
- Ability to deliver and manage organisational or programme change
- Apply change methodologies and project delivery approaches
- Focus on adoption, engagement and behavioural impact

Security & Eligibility
Must be able to obtain Developed Vetting (DV) clearance. Typically requires: 10+ years UK residency, clean financial history (no significant debt or CCJs), full disclosure of employment, finances, relationships and overseas links.
The Package
Salary: £45,986 – £54,863 + £3,009 allowance (typically appointed at lower end). Pension: Civil Service ALPHA scheme (approx. 28.97% employer contribution). Annual Leave: 28 days annual leave plus bank holidays.
