As a Commercial Lead, your procurement expertise will contribute towards improving our policing activities, our capability to reduce crime, ensuring we deliver on our pledge to Londoners: More Trust, Less Crime & High Standards. The Metropolitan Police Service (MPS) Commercial Function is responsible for delivering end-to-end commercial lifecycle management and supporting the wider business in working with third parties. The MPS spends c£2bn each year on a diverse range of goods and services and we aim to procure them in the most cost effective and compliant way, while satisfying often-urgent operational needs.

This is an exciting time to be working in Commercial Services, which supports the organisation in delivering the Commissioner’s vision for a New Met for London and our Counter Terrorism policing priorities. There is a unique and ever-evolving challenge of policing London, which means that there are more opportunities for you to get involved with making London the safest global city in a time of unprecedented change within the UK's largest police service.
We are looking for commercial professionals, with experience of managing complex, high value programmes and projects, developing category strategies, leading negotiations with suppliers and working with senior stakeholders across multiple business groups to solve commercial problems in a dynamic environment. With this background, you will bring experience in delivering commercial solutions throughout the commercial lifecycle, balancing the delivery of high value and complex projects in a fast-paced environment whilst managing stakeholder relationships at a senior level. You will have a proven track record of value-based leadership with an emphasis on modelling behaviour, coaching and mentoring.
We currently have 2 vacancies but would consider candidates with a broad range of category experience as we anticipate opportunities in the future cross category and/or are open to individuals who are looking to broaden their experience into other areas.
The Counter Terrorism Policing and Covert pillar is responsible for the end-to-end commercial activity which supports the Counter Terrorism Police Head Quarters (CTPHQ), CT network, MPS covert teams. We are a team of 22 and the pillar manages c£80-100m spend per annum across various categories including Digital, Data & Technology, Operations, Corporate & Professional Services, Aviation and Specialist Technology. A lot of our work is cutting edge, innovative and given the subject matter, of a sensitive nature. We work alongside UK police forces and the UK intelligence community as well as occasionally collaborating with international partners.
Our mission is to support our operational colleagues deliver mission critical outcomes particularly providing the UK police forces working with the UK intelligence community to thwart terrorist planning; to safeguard those who are at risk of radicalisation; to protect our critical national infrastructure, institutions and crowded places, and to pursue and bring terrorists to justice and to counter state threat.
As part of a larger team, you will collaborate across multi-disciplinary teams and enable front line policing and best value. No two days are the same and you will gain invaluable commercial experience, helping to deliver commercial solutions in a dynamic, fast-paced environment. In return, you will have the opportunity to make the role your own: increasing innovation, delivering social value to communities in London, lead category strategies, influencing commercial strategy, procurement and execution of Contracts. Your experience in developing commercial models that create best value in procurements will directly benefit front line policing in London, the UK and globally.
This is a high-profile role in which you will regularly liaise with senior business stakeholders at Management Board level. You will work across the CT missions supporting the business to procure and manage contracts of a sensitive nature. You will provide commercial solutions and manage the commercial deals for complex organisational challenges and those that are operationally sensitive and important, across a range of category areas (Property, Fleet, Operational, Technology, Professional Services) to meet business demand within the national CT policing network.
This is a new position and you will be adept at independent working, creating the category area and working with and supporting colleagues across the commercial team to drive the category forward and to deliver value for money, innovation and compliant solutions whilst providing a trusted service to stakeholders.
All commercial roles are based in London at the base locations shown in the advertisement. Due to the nature of the role it is likely that there will be a requirement to work out of a CTP or MPS location in London for more than 3 days per week and the successful candidate will need to work flexibly with business requirements.
This role has been mapped to Commercial Lead level. This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. This post requires British nationality (some dual nationals may be ineligible). As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process. Qualifications:
- Experienced and knowledgeable in how supply markets work.
- Excellent understanding of procurement and contract management methodologies.
- Evidence of having delivered organisational value-added services including cashable and non-cashable benefits to customers.
- Experience working and effectively influencing senior stakeholders to deliver robust commercial outcomes which deliver the organisation’s business needs.
- Evidence of inspirational and inclusive leadership, developing a professional culture and building commercial capability.
- Experience of a broad range of category areas within procurement or contract management.
- Prior property procurement experience.
- Experience of working in Procurement or Contract Management roles or across the commercial life cycle.
- CIPS qualification / IACCM certification (or working towards).
