As a Data Policy Officer, you’ll help transform our critical national security mission and set effective policy and guidance to enable Counter Terrorism Policing (CTP) get the most from our data.

Who we are: Counter Terrorism Policing is a collaboration of UK police forces working with security and intelligence agencies to help keep people safe and our national security by preventing, deterring and investigating terrorist activity. We do this by partnering locally and globally - from neighbourhood policing teams supported by a national network of specialists to our investigators and expert advisors in every corner of the world. At the centre of the network sits the Counter Terrorism Policing Headquarters (CTPHQ), which devises policy and strategy; coordinates national projects and programmes; and advises the government on Counter Terrorism issues. We work together with MI5 and other partners to disrupt attacks; prevent people getting drawn into all forms of terrorism and violent extremism; and increase the protection and security of the UK’s critical infrastructure, businesses and public places.

The team you’ll join: You will join a growing team that sits at the heart of the Counter Terrorism Policing (CTP) network. The Data and Analysis Pillar was established in 2019 to transform CTP’s use of data. Our vision is that CTP becomes a data-centric organisation, with the right data exploitable by the whole network against any threat, utilising the best available capabilities, while maintaining legal compliance and public trust. Our remit is broad: We are responsible for the leadership and professional development of CTP’s nationwide analytical community - we lead the production of data-driven intelligence and analytical products to inform CT investigations and operations. We lead engagement with industry and academia to exploit emerging science and technology and deliver innovative solutions to the CTP network. And we are creating a national data science capability – to help our regional operational and investigative teams tackle the trickiest data-related problems.

The Data Team is a multi-functional team that sits within the Data and Analysis Pillar and provides a range of cross-cutting services to the HQ and wider network. We define the strategic vision and priorities for data and technology. We enable decision-making on all things digital, data, analysis and technology through coordination of a range of senior boards. We lead the development of data-related policy and standards internal to CTP and influence wider government policy and data legislation. We provide the tools and frameworks to ensure we deliver technology that is feasible, provides the required operational impact and allows users to get the most from our data while ensuring we remain ethically and legally compliant. And we oversee, coordinate and support the delivery of technology that continues to meet the evolving needs of our users.

What you’ll do: You will play an integral role in developing and delivering effective policy to set the standard in how we exploit data. Some of your key responsibilities will include:

  • Influencing UK data policy and legislation. You will work with stakeholders across government to contribute to a programme of data-related policy and legislative change. You will coordinate input from colleagues to ensure CTP operational requirements are accurately reflected. And you will influence senior (including ministerial) decision-making.
  • Developing and implementing data policy across the organisation. You will work with HQ, regional and partner stakeholders to further develop and implement an information handling framework. You will lead on the development of data policy to support information asset owners and other users in getting the most from their data. You will share best practice and transfer your knowledge on effective data management.
  • Leadership and engagement. You will be visible and influential in transforming our organisational culture towards data. You will build and maintain strong relationships with key stakeholders internally and externally. You will promote effective use of data and champion policy best practice. And you will monitor developments in data, technology, regulation and legislation to ensure our policies remain current and fit-for-purpose.
  • Provide line-management to the Data Team’s Business and Policy Support Officer. You will be responsible for line-managing the Band D Business and Policy Support Officer, ensuring they are appropriately challenged and stretched and supporting them to meet their performance objectives. You will also contribute to high-profile data projects by providing accurate and timely policy advice. You will be expected to engage with and influence senior decision-makers and be a credible advocate for the Data & Analysis Pillar’s agenda internally and externally.

Who you are: We’re looking for people who are passionate about data, technology and/or public-sector policy. You will have:

  • Experience of policy development in a public sector and/or law enforcement context.
  • An appreciation of the challenges and opportunities facing policing and government around data and technology.
  • Outstanding writing skills and a keen eye for detail. You will be comfortable communicating with a wide audience from all backgrounds and at all seniorities.
  • A track record of building and maintaining effective relationships with colleagues and stakeholders. Experience of leading and influencing stakeholders of all seniorities. And an ability to promote and uphold CTP’s objectives when faced with competing priorities.
  • An analytical and innovative mindset. And you should enjoy solving complex problems.
