The Operational Development Unit (ODU) is a dedicated team responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism and Counter State Threats. We are looking for a motivated, dynamic and suitably qualified colleague to support the Senior National Organisational Learning & Exercising Manager in the strategic delivery of Learning, Training and Exercising within the National Counter Terrorist Policing Network.
Responsibilities:
- Monitoring performance and development of staff within the Organisational Learning & Exercising portfolio.
- Co-ordinating compliance with the National Security Strategy and performance framework.
- Leading compliance audits across the network to ensure agreed standards meet the business needs ensuring the CTP Organisational Learning Business Process remains effective.
- Fulfilling an essential oversight and coordination function to ensure consistency of approach and full integration of Organisational Learning within component regions of the National Counter Terrorist Network including work around Counter State Threats.
- Understanding and experience of Secret and Top-Secret working environments.
- Enabling supervision and prioritisation of demand, ensuring appropriate security levels and access to High Side systems as required.
- Representing the Counter State Threats operations on behalf of ODU in relevant national meetings and governance as required, whilst providing a professional point of contact as a subject matter expert in Counter State Threats (CST).
- Establishing, managing and continually developing a national CT debriefing capability which maximises opportunities for organisational lessons learnt across the CT system, including across Counter State Threats and strategic and cross-government partners.
- Nationally directing and coordinating the CT Policing debrief capability and the management of derived organisational learning at appropriate security classifications.
- Developing and implementing a debriefing quality assurance framework which meets the standards required for senior stakeholder reporting and achieves national consistency in debrief report production and strategic content.
- Responsibility for managing budgetary expenditure in relation to maintaining an organisationally competent debrief cadre and the managing of CTP Organisational Learning.
- Managing the development and production of National CT operational and exercise debriefs commissioned by CT Policing strategic command.
- Managing the ODU exercise delivery strategy in line with SNC Protect & Prepare priorities ensuring that appropriate learning is captured and managed.
- Working without direct supervision, making decisions using own specialist knowledge, initiative and experience.
