Department Function
The Technical and Design department provides tools and guidance to the business, including standard house types, construction specifications and construction details. The guidance can be formal, such as documents like 'Our Approach to Place making' and help given through the technical feedback forum, or it may be more ad hoc, with a simple phone call or visit to site to discuss an issue. The Technical & Design team is also involved in the leadership of the business, through tactical or strategic interventions such as the development of a new house-type range, improving our groundworks design or running training programmes for our design and technical staff. The T&D team also have a part to play in building the business community, through events such as the Technical Directors conferences, the Design Competition, and the Design Leads conference.
Job Summary/Purpose
To participate in the management and co-ordination of the external consultant team through all stages of project procurement (Land & Planning, Commercial, Production, Sales and Adoptions) and actively support the Project team in all matters arising. Ensuring that all disciplines are fully joined up and in synchronisation. Checking layout drawings, suppliers and manufacturers' details. Assisting in obtaining necessary Building Regulation Technical Approvals and advising all internal Teams of updates and progress. Efficiently resolve and co-ordinate any issues arising from the external consultants.
Primary Responsibilities
- Planning
- Responsibility for the clearance of planning conditions and S106 planning obligations.
- Responsibility for the preparation and submission of S73/S96a applications where technical design changes are necessary.
- Responsibility for the preparation and submission of formal amendments and non-material variations to planning applications where technical design changes necessitate.
- Detailed Design
- Prepare design tenders, review submitted tenders and appoint consultant teams in accordance with the Operating Framework.
- Prepare and maintain a detailed design programme in accordance with PMIP target dates.
- Ensure the preparation of comprehensive, coordinated working drawing packages for tender and construction (residential and non-residential) in accordance with Group standard product, standard details and standard specifications where appropriate utilising external consultants where necessary.
- Organise and lead design team meetings.
- Prepare, submit and secure Building Regulations Approvals for developments.
- Clear all Building Regulation conditions to ensure CML’s can be delivered in line with Regional targets and budget.
- Maintain a good understanding of environmental/ecological constraints to development and ensure that appropriate mitigation is undertaken to allow development to proceed in line with the Regional Programme.
- Undertake detailed assessment and approval of all supporting suppliers and manufacturer’s information.
- Obtain all assessments and ensure compliance with HQI, Lifetime Homes, Building for Life, DQS etc.
- Review and comment on the technical content of all sales literature to ensure compliance with working drawings.
- Maintain records of design changes/value engineering incorporated into finalised designs.
- Review and comment on any tender queries promptly, advising on the technical suitability of any value engineering proposals.
- Ensure CDM/EMS processes are followed and recorded throughout the design process.
- Secure S278, S38, S104, S106, S185 agreements as necessary.
- Maintain fee trackers and prepare cost movement reports monthly.
- Site Support & Supervision
- Ensure CDM/EMS site start processes and site close out procedures are followed and recorded.
- Promptly resolve site queries in close conjunction with the project team.
- Support the site sales team to ensure accuracy of sale information.
- General
- Prepare for, attend, and participate in all necessary key meetings as required by the Operational Framework/PMIP process.
- Attend site as necessary to fulfil the responsibilities of the role.
Experience, Qualifications, Technical Requirements
- Knowledge of the full development/technical process.
- Previous experience as either an Assistant Technical Coordinator or Technical Coordinator within a development organisation preferred.
- Industry related qualification.
- Attained or working towards a professional accreditation with RICS, CIOB, ICE, RIBA.
- Ability to work within tight deadlines and to programme accurately.
- Ability to work under own initiative.
- Excellent communication skills and teamwork.
- Ability to manage external consultant team and ensure all deadlines are met.
