Otterbourne is a major Water Supply Works located between Southampton and Winchester supplying water to the surrounding area of over 250,000 homes. As part of Southern Water's AMP8 investment programme, the Works will be undergoing major upgrades including new pre-disinfection treatment and wastewater recovery treatment streams, plus a programme of works to mitigate risks with power resilience. Design efforts in evaluating process solution options are already underway to inform design development and a construction programme that will run to 2030 to deliver the project's DWI Regulatory outputs.

CMDP+ is looking to strengthen their Commissioning team with a MEICA Delivery Manager and a MEICA Commissioning Manager for our Southern Water Framework. MWH Treatment and Costain Group are part of the CMDP+ joint venture that will deliver a range of construction schemes to maintain and improve Southern Water's water supply and wastewater treatment works within the South and Southeast regions. The Joint Venture has been set up specifically to execute the 5-year (2025 - 2030) AMP8 capital delivery framework. We will be delivering a programme of works up to £1bn over the 5-year period consisting of both heavy civil engineering and mechanical and electrical activities.

MEICA Delivery Manager plays a critical role in ensuring that systems and components are designed, installed, tested, and verified to meet the project's requirements. This position bridges the gap between design, construction, and operational performance.

Responsibilities
  • Managing allocated MEICA engineers ensuring work is undertaken safely in accordance with Company Procedures, specifications, Quality, programme and good working practices.
  • Ensuring the smooth and efficient running of all MEICA activities from design through to scheme final completion.
  • Reporting of MEICA activities and progress to the relevant C&DLs/Program Managers.
  • Assisting C&DL & Program Manager in the selection and allocation of MEICA resources.
  • Providing Technical & Quality support for Project M&E Site Managers.
  • Management of M&E subcontractors to ensure they meet safety, programme, quality and design requirements.
  • Management of allocated subcontractors/packages.
Some duties include:
  • Project Leader: Act as the central figure coordinating the MEICA and Commissioning aspects of the project during the Pre-construction phases. Ensure alignment between design intent and commissioning goals, driving the project toward successful system handover.
  • Technical Reviewer: Oversee and validate the design to ensure it meets the functional requirements, safety standards, and operational needs of water supply systems. Identify and resolve design inconsistencies that could affect commissioning outcomes.
  • Construction and Commissioning Strategist: Develop a detailed commissioning strategy and plan. Understand and collate Project and compliance risks. Develop Construction and Commissioning sequencing relaying the information to Project Managers and Planners. Understand and provide guidance on the Constructability and Commissionability aspects of a project.
  • Quality Assurance Advocate: Champion quality assurance processes across design and commissioning phases to ensure systems meet regulatory and industry standards.
  • Coordinator and Facilitator: Serve as the liaison between stakeholders, including the design team, contractors, suppliers, and the client for the project life cycle. Coordinate the integration of civil, mechanical, electrical, and control systems to ensure smooth delivery.
  • Problem Solver: Proactively identify and address challenges in the design or commissioning process, mitigating risks to project timelines and outcomes.
  • Compliance: Ensure compliance with relevant Statutory requirements, water industry standards, environmental regulations, and safety guidelines. Identify any deviations from the standards or technical variations.
  • Safety: Ensure that the project resources and competencies are reviewed ensuring that there is the appropriate level of Permit issuers in place.
  • Training: Identify competencies for key project players and understand using GAP analysis potential project specific training requirements.
  • Construction / Delivery / Commissioning Phase: Ensure MEICA Engineers fulfil their R&R's and deliver schemes in a safe compliant manner. Monitoring and reporting of key milestone program dates.
Qualifications
  • MEICA, Mechanical / Electrical background.
  • Water / waste water experience.
  • Relevant degree / HND or equivalent.
