Overview
As Lead for Crossings and Utilities within the SPA programme, you will guide the strategy and execution of crossing and utility works across large-scale water infrastructure. You will manage multidisciplinary teams and specialist subcontractors, ensuring design, safety and regulatory compliance while coordinating interfaces across design, construction and GIS teams. You will drive governance for utility management, stakeholder engagement and continuous improvement of utility processes. This role blends technical leadership with strategic programme delivery across multiple sites, offering impact in shaping resilient water infrastructure.
Responsibilities
- Lead the Crossings and Utilities function across the programme and manage multidisciplinary teams and specialist subcontractors
- Develop team capability, resource plans and succession; drive collaboration, accountability and continuous improvement
- Provide strategic management of tunnelling, HDD, pipe-jacking and open-cut crossings; develop crossing strategies and select methodologies
- Manage design development, contracts and specialist subcontractors; review drawings, risk assessments and method statements
- Monitor programme performance and implement corrective actions; ensure delivery aligns with quality, safety and commercial objectives
- Lead the Alliance utility management strategy and governance; own timely provision of utility information across projects; ensure compliance with HSG47, CDM, PAS128, PAS256
- Maintain oversight of utility searches, diversions, third-party supervision and asset protection agreements; establish utility performance measures and reporting
- Identify opportunities for innovation, automation and continuous improvement within utility processes; provide technical leadership and assurance
- Lead engagement with utility asset owners, highways authorities, Network Rail and environmental regulators; coordinate between design, construction, GIS and project teams
- Resolve complex utility and crossing issues impacting programme delivery; ensure effective communication across the Alliance
- Deliver exemplary health, safety, environmental and quality performance; ensure safe systems of work are implemented and adhered to
Key requirements
- Significant experience in civil engineering, infrastructure, utilities or major projects
- Strong knowledge of trenchless technology, crossings delivery and utility management
- Detailed understanding of HSG47, CDM Regulations, PAS128 and PAS256
- Proven experience managing multidisciplinary teams and contractors
- Excellent stakeholder engagement and negotiation skills
- Ability to interpret technical drawings and specifications
