Job Description
The Anglian Water Strategic Pipeline Alliance (SPA) project currently involves the planning, design and construction of circa 320km of new strategic, large diameter, clean water interconnector pipelines and associated infrastructure across Anglian Water's region. The SPA Alliance is also taking on responsibility for the future interconnector pipelines, a further 260km of strategic interconnector pipelines and associated infrastructure.
You will be a member of a Commercial Team supporting the delivery of multiple projects on the Strategic Pipeline Alliance project.

• Main work scopes include pipelines, pumping stations, reservoirs and water recycling treatment plants, predominately covering Non-Infrastructure elements.
• Ensuring handover of pricing pack meets appropriate quality & standards to agree service level agreement & adhere to delivery on time requirements of the Delivery milestones.
• The estimator plays a key role in challenging all aspects of construction costs including Non-Construction, Risk, Overheads & record for audit via the delivery milestone process & affordability challenge.

The role would be full-time for 12-18 months and UK based. It can remote but would need to attend the Peterborough Office, as and when required.
Costain are working with Anglian Water on their new Reservoirs Programme to support progression of 2 huge new reservoirs through DCO (Govt Approval). We are primarily acting as Anglian Water's Principal Contractor under CDM for the extensive site investigation works and have fantastic opportunities for individuals looking to join our growing delivery team, working predominantly across Sleaford (Lincolnshire), Chatteris (Cambridgeshire) and Peterborough.

Responsibilities

• Provide Estimates appropriate to the stage of the project from high level comparative estimates for optioneering to detailed bottoms up Estimates for development of Target Costs.
• Working with multi discipline Teams in order to understand and quantify scope.
• Liaising with supply chain to develop estimates for specific items of scope (both Vendors and subcontractors).
• Utilise both Estimating software and MS Excel to prepare the Estimate.
• Comfortable working with both subcontract and direct delivery.
• Identify best practice
• Advise where efficiencies can be made.
• In support of this you will develop cost models for those items which are repeated from site to site.
• And work with 3D computer models in order to understand and quantify the scope.
• Add quotations to the Estimating Database.
• Identify any inconsistencies between market quotations and our cost libraries.
• Revise labour, plant and material resource libraries when requested to do so.
• Liaise with Procurement as required (Early engagement where appropriate).
• Initially you will become familiar with the systems used to prepare Estimates. Once you are confident in utilising these systems you will work with Senior members of the team to improve.
• SPA deliverables are aligned to programme-driven outputs to meet the required milestones, ensuring that the Bottom-Up Forecasts (BuFs) are established and available for review.
• Cost base submission & Verification
• You will work closely with the Lead Estimator and Delivery Team to ensure a smooth transition from Estimating into Delivery.
• Become familiar with the Cost Capture requirements of Anglian Water and in doing so ensure that Estimates are coded and structured to meet these requirements.

• Experience of working with a Main Contractor or Subcontractor on Construction Projects
• Experience of Civil, Mechanical, Electrical or Process Control disciplines

Qualifications
Essential

• Engineering or QS degree or previous relevant estimating experience
