HS2 is Great Britain's new high-speed railway. Once operational, HS2 trains will facilitate journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland using conventional railways. The new route will comprise 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London from 2029 to 2033.

HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing and commissioning, and maintenance of the route between London and Birmingham.

HRS03 HV Power (traction and non-traction) Rail Systems Contract is being delivered by the Siemens Mobility Costain Joint Venture (SMCjv) on behalf of High Speed 2 (the Employer).

HRS03’s scope of works is to provide 25 kV traction and 33 kV/11 kV non‑traction HV power for HS2’s rail system Phases 1 and 3 between London Euston and Birmingham. The works will include various disciplines such as HV power, SCADA, civils, protection & control, EMC, E&B, and LV power.

As part of the HRS03 delivery the project intends to put in place a best‑in‑class commercial function centred around providing value for money for both the HS2 client and for the respective parent companies delivering the scheme.

Responsibilities

  • Providing commercial input at the work‑winning stage.
  • Responsibility for ensuring adequate commercial resourcing of project teams.
  • Managing commercial personnel responsible for the following activities: main contract management and administration, supply chain management (including contract administration), commercial document control, cost capture and control (including completion of the CLR), commercial reporting, planning and programme management, and cash management.
  • Liaison and negotiation with the Customer’s commercial and/or project teams.
  • Establishing and maintaining productive and collaborative relationships with relevant internal and external stakeholders.
  • Ensuring the necessary internal and external periodic valuations and reports are prepared and issued in line with deadlines.
  • Implementing commercial procedures and reporting to ensure compliance with company and contract requirements.
  • Maintaining appropriate commercial records in line with the contract requirements and overseeing any contractual issues.
  • Providing guidance and support to the commercial team and developing the staff’s skills and competencies to ensure successful succession planning.
  • Recruiting appropriately competent commercial personnel in accordance with project needs and company procedures.
  • Providing commercial advice to the Contract Leader and/or sector management team.
  • Working alongside the Commercial Managers from other sectors/projects to ensure a consistent approach across the business.
  • Managing and reporting on matters relating to insurances relevant to the project.
  • Reviewing value management and advising on risk management.
  • Understanding the implications of health and safety regulations.
  • Ensuring all health, safety and environmental risk situations are brought to the attention of the Contract Leader or Project Manager.

Essential Experience and Skills

  • Experience in placing and managing NEC3 design subcontracts.
  • Ability to identify and assess supply chain change entitlement within the subcontract framework.
  • Ability to work to deadlines in a timely manner.
  • Ability to integrate into the culture and work ethic of the team.
  • Proficient measurement of the works when assessing payment entitlement.

Desirable Experience and Skills

  • Vast amount of post‑graduate commercial experience in the construction industry with a demonstrable track record of achievement.

Essential Qualifications

  • Holds an RICS or CICES accredited degree.

Desirable Qualifications

  • Full membership of RICS or CICES.
  • Membership of other professional bodies or additional qualifications.
