To support the Project Quality Manager deliver a professional Quality Management service within resource, programme and budgetary constraints, which satisfies legislative, regulatory, company and customer requirements. The Senior Quality Engineer is responsible for ensuring that the specific Quality requirements are identified, implemented and maintained concurrent with the project life cycle and will hold current CSWIP, BGAS or PCN certification. In addition, the Senior Quality Engineer will be responsible for managing the Inspection resource, with regard to availability and location to support specific work packages and off site supply chain activities.
Responsibilities
- Support the Project Quality Manager with the promotion of bp NZT/NEP or H2T requirements, expectations, and needs throughout the project team and the supply chain.
- Support the Project Quality Manager implement the approved quality management system.
- Support the project to deliver the works right first time to the specified quality.
- Manage the Inspection resource and be the decision authority when there is a disagreement between the Costain/Customer appointed Inspector and that of the subcontractor or supplier.
- Lead or be part of the auditor team for project audits on Costain and the supply chain.
- Apply the requirements of the Subcontractor / Supplier Quality Requirements Specification, ensuring the product quality is given the highest priority to achieve Right 1st Time.
- Assign Costain Hold, Witness and Review intervention points to subcontractor and supplier Inspection & Test Plans (ITPs) and manage their implementation, including the review and approval of the related Inspection & Test Reports (ITRs) and other associated Quality Records.
- Identify potential failures / symptoms that could lead to non-conformances and apply preventive action.
- Drive and embed the Quality Surveillance/Right 1st Time Programme within the project team and supply chain.
- Control all release of material and equipment from source and site construction activities, ensuring prior close out of non-conformances, concession requests etc.
Knowledge, Skills, and Experience
Essential
- Working knowledge of Quality Management Systems.
- Working knowledge of document management systems.
- Comprehensive understanding of pipeline industry standards (inc API, ASME, ASTM, BS, GIS, IGEM, PD).
- Proficient in the analysis of processes and data.
- IT literate and proficient in Microsoft Office.
- Strong communication skills in both written and spoken format.
- Proficient in the use of continuous improvement tools and techniques.
- Demonstrates excellent customer service behaviours.
- Ability to remain calm and work well under pressure.
- Solid organisational skills, including multitasking and time-management.
- Significant experience of Quality Assurance / Quality Control, preferably in associated industry.
- Practical experience of delivering Quality on a major infrastructure, piping or pipeline project.
Desirable
- Managed and led Inspection resource on a multi-discipline pipeline project.
- Experience of implementing bp Right 1st time Programme in the supply chain.

Qualifications
Essential
- Be a Practitioner of the Chartered Quality Institute or Associate Member of an appropriate engineering institution.
- Higher level technical qualification (HNC or HND) in Quality Management, Project Management or related engineering discipline.
- Auditor qualification by recognised industry body.
- Formal training in root cause analysis techniques.
- CSWIP 3.2 Senior Inspector.
- BGAS or PCN Level 2 for NDT techniques.
- BGAS or PCN Level 2 for Coating Inspectors.
Desirable
- Chartered Member of the Chartered Quality Institute.
- Bachelor Degree in Quality Management, Project Management or related engineering discipline.
- Lead Auditor qualification.
- CSWIP/BGAS Senior Pipeline Inspector.
- Relevant CSCS card.
