HS2 is Great Britain's new high-speed railway. Once operational, HS2 trains will facilitate journeys between Birmingham and London, with services extending to Manchester, the North West, and Scotland using conventional railways. The new route will comprise 140 miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London from 2029 to 2033.

HS2 has awarded several railway systems contracts, valued at over £4 billion, for the design, supply, construction, testing & commissioning, and maintenance of the route between London and Birmingham. HRS03 HV Power (traction and non-traction) Rail Systems Contract is being delivered by the Siemens Mobility Costain Joint Venture (SMCjv) on behalf of High Speed 2. HRS03’s scope of works is to provide 25kV Traction and 33kV/11kV Non-traction HV power for HS2’s rail system Phases 1 and 3 between London Euston and Birmingham. The works will include various disciplines such as HV power, SCADA, Civils, Protection & Control, EMC, E&B and LV power.

As part of the HRS03 delivery, the project intends on putting in place a best in class commercial function centred around providing value for money for both the HS2 client and for the respective parent companies delivering the scheme.

Responsibilities

  • Providing commercial input at work winning stage.
  • Responsibility for ensuring adequate commercial resourcing of project teams.
  • Management of commercial personnel responsible for the following activities:
    • Main Contract management and administration.
    • Supply chain management (including supply chain contract administration).
    • Commercial Document Control.
    • Cost capture and control (including completion of the CLR).
    • Commercial reporting.
    • Planning & programme management.
  • Responsible for cash management.
  • Liaison and negotiation with the Customer’s commercial and/or project teams.
  • Establishing and maintaining productive and collaborative relationships with relevant internal and external stakeholders.
  • Ensure the necessary internal and external periodic valuations and reports are prepared and issued in line with deadlines.
  • Implement commercial procedures and reporting to ensure compliance with company and contract requirements.
  • Ensure appropriate commercial records are maintained in line with the contract requirements and oversee any contractual issues.
  • Provide guidance and support to the commercial team and develop the skills and competencies of the staff to ensure successful succession planning.
  • Recruit appropriately competent commercial personnel in accordance with project needs and company procedures.
  • Provide commercial advice to the Contract Leader and/or Sector management team.
  • Work alongside the Commercial Managers from other sectors/projects to ensure a consistent approach across the business.
  • Manage and report on matters relating to insurances relevant to the project.
  • Review value management and advise on Risk management.
  • Understanding the implications of health and safety regulations.
  • Ensure all health, safety and environmental risk situations are brought to the attention of Contract Leader / Project Manager.

Knowledge, Skills and Experience

Essential

  • Experience in placing and managing NEC3 design subcontracts.
  • Ability to identify and assess supply chain change entitlement within the subcontract framework in place.
  • Ability to work to deadlines in a timely manner.
  • Ability to integrate into the culture and work ethic of the team.
  • Proficient measurement of the works when assessing payment entitlement.

Desirable

  • Vast amount of post-graduate commercial experience in the construction industry with demonstrable track record of achievement.

Qualifications

Essential

  • Holds an RICS / CICES accredited degree.

Desirable

  • Full Membership of RICS or CICES. May also be a member of other professional bodies or hold additional qualifications.
