United Utilities has awarded Costain a Managed Service Provider (MSP) framework contract. Under the contract, Costain provides the overall management and delivery of United Utilities’ larger-scale water and wastewater asset maintenance activities across its entire network, including 96 water treatment and 575 wastewater treatment sites, serving over six million people in the Northwest of England.
The role of the Quantity Surveyor is to provide commercial support on projects to ensure that they are procured, delivered within budget and to the highest quality whilst exceeding our customers' expectations. The role supports the development of efficient and effective management and issue of accurate, timely and compliant notices and correspondence and ensures the compliance of all contractual activities on the project. It identifies contractual and commercial risks and opportunities and addresses them in a timely manner.
Responsibilities- Commercially manage your own portfolio of projects from the development stage through to final account.
- Maintain registers of variations, delay, extension times and claims, effective and consistent implementation of the Company's commercial policies and procedures, within a timely manner.
- Assist with preparation of monthly progress valuations and claim for work completed.
- Liaise with Employers commercial team & client team within a collaborative manner to leverage opportunity and optimise the project outturn.
- Produce pre-Contract tender negotiations & reports where necessary.
- Produce monthly cost reports, forecasts, and Contract Budget reports to ensure details are appropriately underpinned and robust.
- Review value management / value engineering exercises.
- Advise on Risk management & participate in Risk workshops.
- Prepare, review and complete sub-contract documentation.
- Review subcontract tender enquiries.
- Identify and price specification changes.
- Manage subcontracts from initial placement of order to final account.
- Attend site meetings where necessary to guide any direct reports, review progress and implement best practice.
- Reconcile weekly plant, material, labour reconciliation against budget.
- Monitor cash to ensure payments made on time to Costain.
- Experience of NEC form of Contract.
- Previous commercial experience preferably in the water sector.
- Increasing knowledge of a variety of forms & options of contracts.
- Good understanding and experience of business systems, spreadsheet development, analysis, programme evaluation and development, compensation event and/or variations assessment and evaluation.
- Experience or appreciation of the risk management process for both schedule and cost and the use of Earned Value Management.
- Essential: Holds an RICS/CICES accredited degree or enrolled on an accredited part-time post graduate degree with at least 3 years of relevant experience. Relevant degree/equivalent in Quantity Surveying. Full Clean Driver’s Licence.
- Desirable: Full Membership of the RICS or CICES desirable, or enrolled on the approved training scheme for membership.
