HS2 is Great Britain’s new high‑speed railway. Once operational, HS2’s trains will provide journeys between Birmingham and London, with services continuing on to Manchester, the North West and Scotland using the conventional railway. The new route comprises 140‑miles of track, four stations, two depots, 32 miles of tunnel, and 130 bridges. The first HS2 services will run between Birmingham Curzon Street and Old Oak Common in London between 2029 and 2033. HS2 have procured c12 railway systems contracts, in excess of £4b, for the design, supply, construction, test & commissioning and maintenance for the route between London and Birmingham. Costain has secured Package: Tunnel and Lineside Mechanical & Electrical.

Reporting to the Delivery Director, the Survey I&M Project Manager will be responsible for the development of the survey strategy for open route, tunnel systems and tunnel ventilation. This will include the production of the Topographical and Survey Management plan and any other deliverables detailed within the Works Information. The Survey I&M Project Manager will work with the designer to define the survey requirements during the design phase. The survey requirements will support the design and implementation of modern methods of construction and DfMA on the Contract. The role will include liaison and integration with the Alliance Delivery Team to establish the most effective and efficient way to carry out surveys within the Alliance. This should seek to identify opportunities for efficiencies by working collaboratively with the Rail Systems Alliance members. The Survey and I&M Project Manager will be responsible for the development of an optimised programme which seeks to implement modern methods of construction and production thinking. The development of these ideas will be through the Initial Value Management (IVM) phase of the Contract and will support the development of an integrated programme within the Rail Systems Alliance. This role will be on a part time basis – 2 days a week.

Responsibilities

  • Management and development of scope in line with HS2, design, construction and third‑party requirements and to provide technically assured products.
  • Assess and ensure technical competence within the teams together with relevant competencies to work within third party environments (e.g. NR, TfL etc.).
  • Ensure both I&M is delivered to monitor and protect third party and HS2 assets, and survey for design, construction planning and as‑built requirements are delivered in a robust and timely manner inline with the construction programme, tracking delivery and close‑out.
  • Lead the teams compliance with the COSTAIN health, safety, wellbeing, environmental and U&A requirements and processes.
  • Work with other COSTAIN discipline teams to manage access arrangements for survey and monitoring to third party properties.
  • Management of area control network for survey and monitoring purposes.
  • Manage provision of survey, instrumentation and monitoring hardware, software and support needs.
  • Lead survey oversight of earthworks with machine control methods, devices and technology.
  • Facilitate production of high‑quality engineering survey data for design, construction, as‑built deliverables, managed in the BIM environment.
  • Deliver management reporting as required in‑line with monthly reporting cycles.
  • Collaborate and integrate with all relevant parties COSTAIN+, Rail Systems Alliance, Designers, HS2, Technical and non‑technical third parties and Supply Chain to complete the works.
  • COSTAIN in‑house team interfaces include: Construction, Commercial, BIM, Engineering, Technical Assurance, Consents and U&As and community engagement both in area west and the overarching core.
  • Oversee quality management system to ensure all Costain and subcontractor surveyors, and engineers are carrying out QA/QC checks on survey, setting out, instrumentation, equipment and machine control devices within area west.
  • Lead Innovation, development, promotion and use of the latest survey techniques and methods in line with the leading‑edge strategy, for example the use of photogrammetry, drone platforms, record photography, laser monitoring, laser scanning and automated CAD production, 3D printing, mobile mapping (above and below ground) etc.
  • Leadership for provision of design and development, delivery, commercial and subcontract management, maintenance, assessment and reporting and decommissioning of structural and environmental instrumentation and monitoring systems.
  • Oversee the management and integration of I&M and the delivery of Contractors Monitoring Plans (CoMP), Monitoring action Plan (MAP).
  • Engage with the asset related Shift Review Groups (SRG), Contractors Technical Committees (CTC) and Management Action Teams (MAT) teams to ensure effective understanding and use of all monitoring data to support asset protection and safe construction delivery.
  • Engage to ensure conversion of utilities legacy and survey data into the appropriate deliverables for use by the permit to dig teams, design teams, and hand back to utilities companies, BIM teams and third parties in line with current standards.
  • Mentoring of staff and upskilling of stakeholders across the project with regard to the engineering.

Qualifications

  • Technically relevant leadership role for 15 years or more.
  • Engineering surveying experience of 10 years or more.
  • Computer competence / familiarity (Microsoft office, drafting packages, survey and monitoring related software packages, and platforms).
  • Relevant CSCS Card / SMSTS.
  • Member of Institution of Civil Engineering Surveyors or equivalent professional body.

Desirable

  • Experience of delivering M&E and SCADA works on a major rail infrastructure project.
  • Experience of Early Contractor Involvement models and NEC forms of contract.
  • Expert knowledge of products, construction details and relevant rules, regulations and quality standards.
  • Experience of a self‑assurance contract environment.
