CMDP+ has secured a new AMP8 Capital Programme Strategic Delivery Partner Framework Agreement with Southern Water for Water and Wastewater delivery, continuing the successful joint venture between Costain and MWH Treatment. The award is for an initial seven-year term with an option to extend up to five years. Between 2025‑2030, CMDP+ will deliver critical investment to Water and Wastewater infrastructure across the region, including upgrades to treatment works, pumping stations and reservoirs.
The Senior Design Manager is responsible for delivering engineering solutions at programme level from initial definition of need through optioneering, solution development, detail design and construction support. This hybrid role will be based in Testwood 2‑3 days per week, with occasional travel to other sites.
Responsibilities
- Lead a team of design managers and discipline engineers in developing water technical solutions from initial need statement through optioneering, solution development, value engineering, detail design and construction support.
- Ensure affordable design solutions are developed within project budget and that solution risk is appropriately managed and communicated throughout the process.
- Establish collaborative relationships with the client, design teams, construction staff and supply chain representatives to promote buildability and supply chain efficiency.
- Ensure sustainable design solutions are completed in accordance with CDM Regulations.
- Provide design solutions that meet all programme systems and governance requirements.
- Agree on design budgets, monitor performance against budget and provide forecast costs for individual projects.
- Record, monitor and control design changes to maximise cost efficiency.
- Agree design costs and timescales with the Programme Manager.
- Organise required work and document the Design Management Plan / Project Execution Plan.
- Deliver design stage outputs within agreed timescale and budget.
- Prepare monthly project status reports.
- Maintain continuous professional development through external networking, conferences, associations and groups.
- Maintain a positive and solution‑oriented approach, providing open and honest feedback.
Essential Qualifications
- Experience of technical project delivery in a design‑build environment.
- Experience in the Water Treatment Industry.
- Experience leading and managing multi‑disciplinary design teams.
- Degree in an engineering‑related discipline.
- Delivery‑driven with the ability to set targets, manage and motivate teams to meet time, cost and quality objectives.
- Strong technical and management skills.
- Ability to identify and manage project/programme risk.
- Ability to identify and manage changes to project scope.
Desirable Qualifications
- Chartered Engineer in an engineering‑related discipline.
- Experience working in Joint Ventures.
- Experience with off‑site manufactured design solutions.
CMDP is a joint venture between Costain and MWHT that delivers schemes to maintain and improve Southern Water’s water supply and wastewater treatment works in the eastern half of its region (Kent & Sussex).
