Costain has been appointed as Delivery Integration Partner by National Highways (NH) for delivery of the £240m improvement of the Simister Island M60/M62/M66 interchange (M60 Junction 18), north of Manchester. As Delivery Integration Partner, Costain will overhaul the busy junction involving complex traffic management to keep tens of thousands of vehicles moving whilst construction takes place.
The Works Consist Of:
- A new free flow ‘northern loop’ link road to take drivers directly from M60 eastbound to M60 southbound without exiting the motorway
- M66 mainline southbound widening and southbound slip road realignment to allow for construction of the northern loop
- A widened connector road from M60 northbound to M60 westbound – replacing the current single lane with two lanes
- Adding an extra lane in each direction on the M60 Junctions 17 to 18 (increasing from 4 to 5 lanes) while retaining the hard shoulders
- Upgrades to drainage, lighting, motorway technology, signage and signalling
Responsibilities:
- Reporting directly to the Project Director, Principal Materials Manager will:
- Develop preconstruction strategies, solutions and assumptions for material usage.
- Identify scope for betterment to client’s specifications.
- Ensuring that materials specified by the design are compliant and provide best value for the project.
- Ensuring that materials are procured consistently, to the required specification, and necessary approvals for use are obtained, recorded and managed using the Costain MAR process.
- Ensuring that sufficient imported materials are available to meet both the overall and section construction programmes.
- Advising the Project Team about material performance, specification and best use.
- Reporting on a monthly basis on all material matters.
- Carry out Materials supplier/manufacturer audits to ensure compliance with relevant standards.
- Carry out works’ surveillances assuring compliance with relevant Specification requirements.
- Provide Technical support during the Designers Risk Review Meetings.
- Support / Draft Material related RFIs and FCDs to challenge or modify the SCEW requirements.
- Engagement with supply chain/ subcontractors, support of engineering, procurement, and construction teams.
- Work with Delivery Team to develop relevant testing and analysing process to challenge materials specifications and performance criteria listed in the SCEWs.
- Together with Head of Material, work collaboratively with lab managers to develop new innovative testing arrangements.
- Review the NCRs to provide technical support to justify or recommend remedial works.
- Prepare justification reports if necessary.
- Prepare detailed remedial work proposal to seek relevant approvals from Design House and the Client.
- Review the Handover packs as representative of the Engineering Managers / Lead Design Representative.
- Provide support to ME to review the Materials compliance in the Quality Assurance Packs.
- Work with Head of Material to maintain the data base about materials and prepare timely case studies to support Costain’s future projects.
- Provide assistance for ME to develop training materials about the Materials (Concrete/Earthworks) and other testing arrangements.
- To support AME/ME in reviewing and verifying the material specification and the performance based on the SCEW and other relevant project documents.
- Advise AME/ME to proposed amendments and derogations of the material requirements on the SCEW.
- Provide technical advice to challenge/amend the specification and performance of the proposed materials.
- Working with the Head of Material to introduce innovative replacement materials in terms of sustainability and commercial targets.
- To support the Environmental/Sustainability team to draw/manage/archive the project targets in terms of the Materials used on the Project.
- Work with the Head of Material to develop project-specific MCR/MAR procedures to comply with relevant approval procedures.
- Work with the Procurement Team to develop an approved Material list based on the approved MCRs and approved buyers list to have a smooth procurement process.
- To support AME and ME to prepare and review ITPs and in-progress check sheets.
- Review to interpret the testing requirements and frequencies based on the specification recommendations.
- To provide technical support to develop an in-house laboratory with project relevant testing facility.
- Provide technical support to AME/ME to develop relevant Test results review system to perform the review on time.
- Ensure health and safety regulations are adhered to and monitor and control SHE performance on site in accordance with the Costain policies, HASEMP and Costain Procedures and Guidance Manual.
- Hold valid CSCS card.
Key Competencies, Experience of the following:
- Detailed knowledge of Quarry Products, Concrete and Surfacing Products with experience of placing and testing of these products insitu
- Knowledge of geotechnical engineering issues
- Confident, effective written, oral, questioning and listening skills
- Ability to communicate effectively with clients, designers, subcontractors etc at all levels
- Ability to effectively manage meetings
- Ability to manage subordinates and sub-contractors
- Must be able to work in a team as well as act as team leader
- Ability to build relationships with external parties
- Commercial awareness and ability to contribute to project success
- Knowledge of highways construction
- Interpretation of drawings & specifications

- Understanding of internal reporting requirements for customers such as the Progress report and KPIs.
