The Group Chief Engineer’s team includes technical leadership, compliance, and assurance across all Costain operations, including design, design management, technical construction delivery, and quality. The Fire Designated Individual role will be embedded in this team and support multiple projects, sectors, and developments. This lead technical expert in fire will drive understanding and competence in fire across design, construction operations, built works, and legacy work. The role requires a heightened focus on all aspects of fire to ensure the necessary competency to deliver and will own all Costain processes, providing proactive hands-on support, leadership, and signposting across the company and its supply chain.

Location: Hybrid WFH / Costain Office (target 60% in office/site) London or Manchester, visits to projects across the UK, especially aviation Heathrow / Gatwick.

Responsibilities:

  • Act as the primary point of contact for all aspects of fire engineering in the business, working closely with SHE design, temporary works, and construction delivery teams.
  • Own and drive all fire-related aspects on the Costain Way, including construction fire safety, fire risk assessments, and similar activities, ensuring compliance with published guidance, BS/PAS, regulations, and recognised best practice, including emerging requirements.
  • Provide expert support to projects in tendering, design, pre-construction, implementation, and legacy remedial stages, signposting to other technical fire experts as required.
  • Ensure internal, external, and third-party competence of the supply chain in design, inspection, products, and methods, working with projects and P&SC on selection.
  • Establish and deliver an assurance framework for all works, enabling reporting of fire-related performance, and identify fire-related trends within Costain or externally to develop improvement plans.
  • Represent Costain at industry groups and events, supporting standards development.
  • Develop and deliver fire-related training modules, signposting people to courses and similar to upskill across Costain, ensure competence in roles, and support the supply chain.
  • Serve as the technical expert on any fire-related investigations, including fire events and design or construction failings.

Essential Knowledge, Skills, and Experience:

  • Recognised expertise in fire engineering, including built environment, PFP, active systems, temporary conditions, and construction sites.
  • UK construction/building sector knowledge.
  • Agile and flexible approach, able to support a wide breadth of project types and topics, reaching back into industry groups and peers.
  • Detailed knowledge of UK fire regulations, Building Safety Act, and industry best practice.
  • Ability to deliver training and confident presentation skills.
  • UK safety training records—such as CSCS or similar.
  • Skill in auditing and risk assessment.

Desirable:

  • Risk-management training.
  • Knowledge of fire testing.
  • Line-management skills.
  • Budget awareness.

Essential Qualifications:

  • Degree qualified in an appropriate technical subject.
  • UK Chartered Fire Engineer—ideally a Member of IFE.
  • Eligibility for UK Security Clearance (SC level).
