The Procurement Manager role is part of the Costain Group PLC, working on the HV Power (traction and non-traction) Rail Systems Contract delivered by the Siemens Mobility Costain Joint Venture (SMCjv) for High Speed 2. The project involves providing 25kV Traction and 33kV/11kV Non-traction HV power for HS2's rail system Phases 1 and 3 between London Euston and Birmingham.

As part of the delivery, the project aims to establish a best-in-class commercial function focused on delivering value for money for both the HS2 client and the parent companies involved. The role includes following the Project Procurement Strategy and developing package procurement strategies in compliance with SMCjv and Costain Way policies.

Responsibilities:

  • Support the Senior Procurement Manager in achieving project, procurement, and supply chain objectives.
  • Implement robust procurement strategies aligned with project scope requirements.
  • Negotiate and draft sub-contract agreements, ensuring back-to-back requirements are communicated to suppliers.
  • Manage Tender Documents and multiple Tenders.
  • Maintain professional relationships with cross-functional stakeholders throughout the procurement process.
  • Represent the procurement department at project meetings and present information as required.
  • Ensure all supply chain participants meet group, project, and package requirements.
  • Control and manage procurement processes to ensure timely continuity of works and value for money.
  • Provide progress updates in the procurement schedule and report procurement activity as needed.
  • Facilitate supply chain performance reviews and propose initiatives for functional efficiency.
  • Ensure appropriate training and professional development for yourself.

Essential Qualifications & Experience:

  • Minimum 5 years' procurement experience.
  • Demonstrable negotiating skills and ability to secure best value outcomes.
  • Working knowledge of Electronic Procurement Systems.
  • Effective Stakeholder Management skills.
  • Excellent communication and influencing abilities.
  • Experience in infrastructure projects and developing Tender documents.
  • Proficient in Microsoft Packages including Excel, Word, Outlook & PowerPoint.
  • Member of Chartered Institute of Procurement & Supply (min level 5).

Desirable Qualifications & Experience:

  • Experience in major civil engineering or rail projects.
  • Working towards CIPS.
  • Practical approach and methodical working style.
  • Extensive knowledge of office management systems.
  • Strong analytical skills and legal, contractual, and construction knowledge.
  • Experience in High Voltage Power Procurement and Mechanical and Electrical Procurement.
  • Knowledge of NEC contracts.
  • Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
  • MCIPS.
