We are now seeking a professional and experienced Talent & Organizational Development (TD&OD) expert to join our team, drive TD&OD initiatives, and support the sustainable growth of the company’s European business.
Role Overview
As the TD&OD Manager / Senior Manager for Pan-Europe, you will take full responsibility for formulating, implementing, and optimizing the overall TD&OD strategies for the company’s European operations division. Based in London, you will collaborate closely with business leaders across European countries, align TD&OD initiatives with various regional operation business goals, build a high-performance organizational capability system, and establish a sustainable talent pipeline covering frontline supervisors, middle managers, and senior operation leaders across Europe. You will play a core role in driving organizational change, enhancing team cohesion, and retaining key talent, thereby supporting the rapid expansion and stable operation of the company’s European business.
Key Responsibilities
- Organizational Development & Structure Optimization
- Conduct regular organizational diagnosis, workforce planning and team structure review for all European operation teams; implement organizational health surveys, identify management pain points and operational bottlenecks, formulate and roll out targeted improvement solutions to enhance organizational operational efficiency.
- Lead cross-country change management projects in scenarios including business expansion, new market entry, operation network adjustment and team restructuring; develop change management plans, communicate effectively with all stakeholders, ensure smooth team transition, mitigate the risk of key talent turnover, and promote cross-functional collaboration among various operation teams.
- Localize competency frameworks, job grading systems, performance appraisal systems, and promotion mechanisms in accordance with EU labor laws, UK employment regulations, and the company’s core culture, ensuring compliance and compatibility with local operational business characteristics.
- Talent Development & Leadership Pipeline Construction
- Take charge of talent identification, talent review, and succession planning for middle and senior operation managers across Pan-Europe; establish a scientific talent evaluation system, identify high-potential talents, and build a multi-level leadership reserve team to meet the needs of business expansion.
- Design and implement a tiered capability training system tailored to the company’s European operation business: develop training programs for frontline supervisors (including team management, on-site operation and safety management), conduct leadership workshops for regional operation managers, provide one-on-one executive coaching for senior leaders, and create professional capability improvement programs for various operation teams.
- Manage the annual TD&OD budget, select and cooperate with European external training and coaching vendors, build a blended learning system integrating online and offline channels; track and measure training effectiveness by combining key operational indicators such as talent retention rate, productivity, promotion rate and operational efficiency, and continuously optimize training programs to improve return on investment (ROI).
- HR Strategic Support & Team Culture Building
- Provide full-cycle HR management and strategic TD&OD support for all Pan-European operation teams, act as a core HR strategic partner for regional operation leaders, and provide professional advice on talent management, organizational optimization and team building.
- Promote employee engagement initiatives, enhance team cohesion, advocate the concept of Diversity & Inclusion (D&I) and the company’s core culture in European teams, focus on the career development of frontline and management talents, and take effective measures to reduce talent turnover rate.
- Align with the standards, policies, and reporting requirements of the company’s Global HR Headquarters, coordinate with local HR coordinators in each European country, balance the implementation of global unified policies with local cultural and legal requirements, and ensure the standardization and localization of HR work.
Essential Requirements
- Bachelor’s degree or above in Human Resource Management, Organizational Psychology, Business Administration, Operations Management, or related majors.
- 6-10 years of full-lifecycle TD&OD work experience at the Manager / Senior Manager level.
- Proven track record of independently delivering organizational design, large-scale change management, leadership development, talent review and succession planning projects for multi-country operation teams; rich experience in facilitating management workshops and providing one-on-one coaching for business line managers.
- In-depth knowledge of UK and EU labor compliance regulations, familiar with cross-cultural management of multi-country teams; good understanding of the European talent development market, and familiar with local training vendors and industry resources.
- Strong business acumen, able to deeply understand various business needs such as business expansion and regional operation, and translate them into targeted talent and organizational development strategies; outstanding project management, data analysis and cross-stakeholder influencing skills.
