Our client, a well-established and highly respected civil engineering contractor, is seeking an experienced Pre-Construction Manager to join their growing team based in Glasgow. This is an excellent opportunity to play a pivotal role in the early stages of major infrastructure and renewable energy projects across Scotland.

As Pre-Construction Manager, you will take responsibility for managing all pre-construction activities from initial tender through to project handover to the delivery team. You will work closely with clients, designers, and internal stakeholders to ensure that bids are technically robust, commercially competitive, and aligned with strategic business objectives.

Key Responsibilities

  • Lead and coordinate the pre-construction phase across multiple civil engineering projects.
  • Develop and manage tender strategies, programmes, and risk assessments.
  • Liaise with estimating, design, planning, and commercial teams to produce high-quality bid submissions.
  • Support value engineering and buildability reviews.
  • Engage with clients, consultants, and key supply chain partners to build strong working relationships.
  • Ensure compliance with company policies, procedures, and health & safety standards.

About You

  • Proven experience in a pre-construction or senior engineering management role within the civil engineering or infrastructure sector.
  • Strong technical understanding of major civil works (e.g., roads, bridges, utilities, renewable energy, or marine infrastructure).
  • Excellent communication and leadership skills, with the ability to coordinate multidisciplinary teams.
  • Commercial awareness and strategic thinking.
  • Degree or equivalent qualification in Civil Engineering or a related discipline.
