National Association of Primary Care | Job description
Salary: circa £60,000 Contract: permanent, employed Working pattern: flexible, with Wednesdays in London Line manager: Matthew Walker, Joint CEO
About NAPC
The National Association of Primary Care (NAPC) is an independent, not-for-profit membership organisation. For over two decades, we have helped health care teams improve population health and work together more effectively. We connect frontline insight with policy and practical implementation, supporting integrated neighbourhood teams, population health improvement, digital transformation and leadership development.
We are a small, employed team working with an experienced faculty and a wide network of members, partners, and clients. Our work is ambitious and practical, influencing, and helping health systems change. Our values are independence, creativity, trust and joy.
The opportunity
We are looking for someone who can bring structure, pace, and good judgement to the way NAPC runs and grows. One of the Joint CEOs will be your line manager. You will also work directly with the other joint CEO and Clinical Chair, other senior members of the team, with clear routes to draw on their guidance and support, as well as collaborating with senior faculty. You will keep the organisation working smoothly, coordinate the commercial process from opportunity to commissioned work, and help members and clients have consistently good experience. This is a hands‑on role in a small organisation: you will design better processes and also make them work day to day.
The role has scope to evolve with the person appointed. For someone with the right experience and interest, it may include some direct delivery work with clients alongside the faculty.
What you will do
Growth and business development
- Coordinate the commercial process through from identifying opportunities, through service and/or proposal development, refinement, agreement, delivery planning and mobilisation - helping turn opportunities into commissioned, income generating work which leverages our unique blend of expertise.
- Maintain a clear and timely view of the business pipeline, contracted income, delivery commitments and associated resource requirements and costs so the joint CEOs and senior members of the team can make informed decisions about priorities and resources.
- Work effectively with NAPC’s distributed faculty: build productive relationships and ensure agreed commitments, proposals and projects progress on time, opportunities for growth and impact are identified and realised, while respecting faculty members’ expertise, autonomy and established client relationships.
- Identify relevant tenders and procurement frameworks, coordinate and develop bids and submissions, and help NAPC secure and maintain places on all suitable national frameworks.
- Bring together faculty, account leads and other colleagues to develop strong, timely, successful proposals, clarify ownership and accountability, and ensure agreed follow‑up happens.
Membership and relationships
- Work with membership account leads to support member recruitment, retention and development, ensuring and optimising members experience the value of belonging to NAPC.
- Coordinate the operational delivery of paid membership arrangements, keeping plans, commitments and follow‑up clear for each member system.
- Identify opportunities for wider engagement and collaboration with members and other partners and help the team deliver high value through expert‑driven insight and thoughtful engagement with stakeholders across primary, neighbourhood and community care, health systems, national bodies and partner organisations.
Business operations and leadership
- Own and improve the core processes that keep NAPC organised, responsive and effective, including planning, tracking decisions and follow‑through.
- Coordinate board and senior leadership meetings, papers, actions and governance rhythms, working with the joint CEOs and Clinical Chair.
- Lead and coordinate a small support team, setting clear priorities, and supporting colleagues to do their best work.
- Oversee practical business administration and suppliers, including faculty timesheets and invoicing, insurance, banking arrangements, IT support and information security, escalating specialist matters as needed.
- Work with the finance lead and joint CEOs to maintain a clear view of income, expenditure, commitments and operational risks.
What you will bring
- Experience in business operations, programme or commercial management in a small, growing, entrepreneurial organisation, with evidence of thinking creatively, problem solving, and improving how things work as well as delivering high value to stakeholders.
- Strong organisation and delivery skills: you can hold multiple priorities, notice what is missing and follow through without waiting to be asked.
- Confidence and credibility influencing and coordinating senior professionals without relying on formal authority; you build trust with clinicians, faculty, colleagues, members, partners and clients and adapt your approach to different people.
- Experience coordinating commercial processes, proposals, bids, tenders, contracts and membership accounts; you need not have done every part of the role already but a demonstrable ability to bring transferable skills into the role.
- Skilled in budget management, forecasting, systems and practical administration, and sound judgement about when to seek specialist advice.
- Marketing, engagement, communications, and event management skills and experience would also be a distinct advantage.
- Strong IT skills including the use of emergent AI solutions to augment, automate and improve the efficiency and effectiveness of systems and processes.
- Proficiency in team management and nurturing individuals to support their professional development and confidence in their roles as well as effectiveness as a team and with colleagues.
- An energetic, positive, ‘can do’, collaborative approach and an ownership mindset: you take responsibility, solve problems and are willing to roll up your sleeves.
Especially welcome
Experience in healthcare, primary care or the wider health and care sector and experience of working with distributed expert or consultancy teams. We welcome applicants with transferable experience who can show a strong understanding of our purpose and ideas about the future development of our organisation.
Working with us
This is a flexible role with a regular day together in London on Wednesdays. You will work closely with a small, employed team and a wider faculty, including senior colleagues who take substantial personal ownership of NAPC’s work. The breadth of the role calls for both initiative and teamwork. Salary is circa £60,000, depending on experience.
NAPC is committed to an inclusive environment. We welcome applications from people with different backgrounds and routes into this work.
Closing date for applications Wednesday 14thOctober.
