Location: Glasgow, 2/3 days on site
Duration: Initial 3 months, probable extension
IR35: Outside, pending final determination
Project Overview
A senior consultant is needed to lead the discovery phase of an application decommissioning programme. The role involves coordinating across multiple technical workstreams including Application, Infrastructure, Network, Database, Security, Integration, and Operations. The goal is to gather and reconcile input from SMEs, map dependencies, and develop a clear, governed plan for safely retiring each application.
Key Responsibilities
- Lead end-to-end discovery across all technical workstreams.
- Define information requirements and assessment templates for each workstream.
- Build and maintain an integrated Dependency Register, reconciling findings from SME groups.
- Define recommended decommissioning approaches including prerequisites, sequencing, and execution activities.
- Create a decommissioning runbook template covering workstreams, governance approvals, and backup.
- Develop a high-level roadmap and execution strategy.
- Review and update governance models, RACI, approval gates, success criteria, and entry checklists.
- Produce consolidated Assessment Reports and discovery deliverables identifying benefit trigger points and realisation of benefits.
Required Skills And Experience
- Over 15 years in application/technology consulting, application rationalisation, transformation, or IT service management.
- Proven delivery on application decommissioning, retirement, rationalisation, or modernisation programmes.
- Hands-on experience with application dependency mapping and impact assessment in complex enterprise environments.
- Strong technical knowledge in Java/web applications, APIs and integrations, databases, batch processing, cloud infrastructure, network dependencies, IAM/Active Directory, certificates, and monitoring/operational tooling.
- Confidence in challenging technical findings and identifying gaps.
- Skilled in facilitating workshops with multiple SMEs and strong stakeholder management.
Desirable Skills
- Application portfolio rationalisation and large-scale legacy retirement programmes.
- Data retention and archival.
- Cloud migration/modernisation on AWS or Azure.
- Experience with Java/Oracle ecosystems and MuleSoft/API integrations.
- Knowledge of ITIL/service management and enterprise architecture.

- High-level roadmap and execution strategy documents.
- Updated governance models and success criteria.
