About the Role: We are seeking a Capital Delivery Project Manager to join our collaborative team, supporting the successful planning and delivery of major capital and maintenance works for Brentwood Borough Council and Rochford District Council. With a combined project value between £5m–£10m, this role plays a pivotal part in shaping the built environment and enhancing community assets.

Key Responsibilities:

  • Prepare feasibility studies and business cases to secure capital investment.
  • Lead on the commissioning, procurement, and contract management of construction and maintenance projects.
  • Develop detailed project briefs, technical specifications, and tender documentation.
  • Manage project budgets, timelines, and performance metrics.
  • Act as the primary liaison between the Councils and appointed contractors.
  • Oversee on-site delivery, ensuring compliance with health and safety legislation.
  • Engage with stakeholders, including consultants, planning and building control officers, and elected Members.
  • Conduct post-project reviews to identify lessons learned and promote continuous improvement.
  • Support delivery of environmentally sustainable projects aligned with net zero targets.

About You: You’ll be a highly organised, detail-oriented project manager with experience in capital works delivery, ideally within a public sector or built environment context. You will bring:

  • Strong project management and procurement experience.
  • Excellent communication and stakeholder engagement skills.
  • A good understanding of building regulations, planning processes, and health and safety legislation.
  • Ability to manage technical consultants, contractors, and internal teams.
  • Budget management experience with projects in the multimillion-pound range.
