An established housing and regeneration group is looking to appoint a Head of Development to lead the planning, coordination and delivery of new residential development opportunities across the region. The organisation operates across housing, property services, commercial activity, construction, regeneration and community-led projects. Its wider project work includes new build, refurbishment, restoration and cladding, with a focus on improving homes, places and communities. The group is based in Bootle and works across the Liverpool City Region and surrounding areas.
This is a senior leadership opportunity for someone with strong experience across housing development, land, planning, viability, regeneration, affordable housing or residential delivery. The role would suit a commercially aware development professional who can lead strategy, manage stakeholders and take schemes from early feasibility through to delivery.
The Role
As Head of Development, you will take responsibility for leading the development function, ensuring new housing and regeneration opportunities are identified, assessed and delivered in line with business objectives. Key responsibilities will include:
- Leading the development strategy for new residential and regeneration opportunities
- Identifying and assessing potential land, development and partnership opportunities
- Overseeing feasibility studies, viability appraisals, risk reviews and development budgets
- Managing schemes from early-stage concept through planning, procurement, delivery and handover
- Working closely with internal teams across Development, Finance, Commercial, Technical, Asset Management and Operations
- Building and maintaining relationships with local authorities, housing providers, consultants, contractors, funders and external partners
- Overseeing planning strategy, design development, technical input and delivery programming
- Ensuring development schemes are financially viable, compliant and aligned with wider organisational objectives
- Monitoring project performance, budgets, programme, risk and quality
- Supporting board and senior leadership reporting, including business cases and investment papers
- Leading and developing the development team, creating a high-performing and commercially focused function
- Ensuring schemes deliver strong outcomes for residents, communities and long-term asset performance
The Candidate
The successful candidate will likely have senior experience within housing development, residential development, affordable housing, regeneration, construction or property development. You may currently be working as a Head of Development, Development Manager, Senior Development Manager, Development Director, Land Manager, Regeneration Manager or Head of Projects within a housing association, local authority, developer, contractor, regeneration body or residential property business.
Experience in any of the following would be highly beneficial:

- New build housing delivery
- Development viability and appraisal
- Section 106 / partnership housing
- Grant funding and Homes England processes
- Consultant and contractor management
- Planning strategy and statutory approvals

Key Requirements
- Strong background in housing, residential development, regeneration or property development
- Proven experience leading development projects from feasibility through to delivery
- Strong commercial awareness, with the ability to assess viability, risk and investment decisions
- Good understanding of planning, procurement, construction and development funding
- Experience managing consultants, contractors and external partners
- Ability to lead teams and influence senior stakeholders
- Strong reporting, communication and presentation skills
- Comfortable working with local authorities, housing providers, communities and strategic partners
- Good understanding of housing need, regeneration priorities and community impact
- Degree-level qualification or relevant professional background would be advantageous
