As Regional Engagement Manager, you will play a pivotal role in shaping the future of construction skills across the North West. You will lead CITB’s strategic engagement activity in the region—building influential partnerships, driving collaboration, and ensuring the industry has the skills it needs for the future. Working closely with local authorities, devolved governments, industry partners and key stakeholders, you will align regional skills priorities with national strategy—helping to influence decisions, unlock opportunities and deliver meaningful impact across the sector.

Key responsibilities and accountabilities:
- Develop and manage relationships with key regional stakeholders, including devolved Government, industry leaders, local authorities, combined authorities, and other strategically important stakeholders.
- Identify opportunities for strategic engagement projects that align with CITB’s national strategy and address local skills needs, working in collaboration with devolved governments and other regional stakeholders.
- Where needed, ensure joined up working with Employer Networks in the local area, to maximise impact, confirm solutions meet industry needs, and safeguard against duplication of efforts.
- Support the development and implementation of local skills action plans.
- Lead and deliver CITB’s part in identifying regional skills gaps and workforce needs, ensuring that any strategic development is aligned with CITB’s strategic and business plans, as well as devolved government priorities.
- Advocate for innovative training solutions, such as digital tools, apprenticeships, and sector specific programmes, in collaboration with CITB colleagues, devolved governments and other key stakeholders to meet regional skills needs.
- Evaluate and report on the long-term impact of regional engagement initiatives, working with devolved governments and regional stakeholders to ensure continuous improvement and alignment with regional policy changes.
- Collaborate with CITB internal teams to ensure alignment of regional strategies with national goals and devolved government policies.
What we’re looking for
Essential- Demonstrable experience in Influencing, Negotiation and Collaboration across a wide range of individuals and organisations to deliver successful outcomes.
- Demonstrable excellent customer service skills.
- Excellent communication and facilitation skills with a demonstrable track record of encouraging the adoption of new ways of working amongst others.
- Knowledge and experience of developing and implementing business and action plans.
- Good knowledge base about Local, Regional and National Government Skills Programmes and funding mechanisms.
- Knowledge and understanding of the barriers to skills and training provision.
- Experience of managing financial budget.
- Working knowledge of project management procedures.
- Knowledge and experience working in or with the construction sector.
- Matrix management of mobile/remote teams in complex contexts.
Other Requirements
- Full Car Driving Licence as regular travel, on a frequent basis will be undertaken.
- Some anti-social hours required, usually travel related or attending events, dinners and evening meetings.
- Living in or very near the local area the role is designated to cover.
- Ability to work from home as required ensuring that confidential information is protected.
