The Licensing Service carries out an important regulatory function, undertaking a range of duties to help ensure public safety and support businesses throughout the North Yorkshire Council area.
The role involves providing excellent customer service across the full range of local authority licensing functions, including Alcohol, Entertainment, Taxis, Animal Activities, and Gambling. This is a very varied and fast‑paced role where full training and support will be provided. The team provides advice and guidance, processes applications within legal timeframes, carries out inspections, and investigates complaints. This involves working closely with various stakeholders, including internal and external partner organisations such as the Police, Fire Service, and local businesses.
Responsibilities
- Processing applications and producing licences within legislative timescales.
- Inputting and interrogating statistical data.
- Providing professional advice to licensing enquiries.
- Arranging and undertaking face‑to‑face appointments.
- Investigating complaints and responding to requests for service.
- Identifying service improvements.
- Liaising with internal and external agencies.
Requirements
- Direct experience of or the ability to understand and apply regulation, law, and public safety.
- Excellent communication skills.
- A professional, welcoming, and positive attitude.
- Ability to multi‑task and manage a varied workload in a flexible environment.

Working Arrangements
We are recruiting up to two Technical Licensing Officers and offer flexible working arrangements to suit different preferences and service needs. The role can be structured in one of the following ways:
- Full‑time (37 hours/week) Temporary post based in Skipton expected until September 2026, covering maternity leave.
- Part‑time post (22 hours/week) in Skipton until September 2026 (maternity cover), alongside a permanent part‑time post (20 hours/week) based in Richmond or Northallerton.
Additional Information
Although primarily based in either Skipton, Northallerton, or Richmond, you will need to travel between the offices within the area to provide demand‑led support, attend meetings, and training. You will need a full driving licence.
