Essex County Council (ECC) are delighted to be supporting Harlow Council to recruit a Mechanical Engineer on a full-time temporary basis.

Job Purpose:

In this key role, you\\\’ll be working both on-site and, in the office, so flexibility in your approach is essential. You\\\’ll be part of a team that\\\’s committed to providing high-quality services to our residents, and we\\\’re looking for someone who shares that passion.
We\\\’re seeking a well-organised individual who can plan and manage their time effectively, and who takes pride in delivering excellent service. You\\\’ll need to bring strong technical and practical experience, along with sound knowledge of Gas, Heating, and Water legislation.
The Role
Working as part of a very busy Housing & Property Operations team within Harlow Council, you will assist in providing an accurate and efficient assurance service for all built assets. You will specifically be responsible for site surveys, quality inspections, specifications and schedules of work, report writing and provide oversight to mechanical appliances, heating and hot water systems, their maintenance, PPM and refurbishments for Housing and Non-Housing projects.
Duties Include but Not Limited to –
- Assist in the production of position statements on relevant technical guidance
- Build and maintain positive relationships
- Develop, maintain and contribute to the improved culture of planned and preventative maintenance (PPM)
- Carry out surveys of mechanical installations and heating and hot water systems
- Evaluate risk assessments on the condition, lifecycle and expiry of mechanical installations
- Design new mechanical installations, including material and workmanship specifications
- Assist the role of Building Services Manager (compliance) and Project Manager (projects/programmes)
- Day-to-day oversight of the mechanical installation\\\’s PPM and refurbishment programmes
- Review, update and maintain real-time data for compliance monitoring of the Client\\\’s assets
The experience you will bring:
- Good working knowledge of the Health and Safety at Work act 1974
- Current Gas and level 3 plumbing qualifications
- Current Gas Safe registration with domestic ACS qualifications
- Experience working within local authority environments
- A good level of commercial awareness
- Working knowledge of Micro soft products including outlook and Teams
- Good communication skills and able to explain complex issues to lay people
- Up-to-date knowledge of relevant legislation and safety standards
Desirable skills, experience and knowledge
- Understand property heat loss calculations for sizing central heating systems
- An understanding of the heat network Association and heat meters
- Commercial gas ACS qualifications
- Asbestos Awareness
- Construction Design Management regulations
