In a nutshell, you will play a key role in shaping product strategy, creating and iterating product roadmaps and backlogs, and communicating progress and outcomes to stakeholders at all levels. As part of the wider transformation leadership community, you will also coach and mentor colleagues, contributing to the development of digital and product management capability across the organisation.

Key Responsibilities Include:

  • Leading the development and delivery of digital products aligned to the Council’s strategic objectives.
  • Managing multiple digital products or a single highly complex, high-risk or sensitive product.
  • Owning and maintaining technical roadmaps, ensuring modern delivery practices including Agile, user-centred design, product management and DevOps.
  • Acting as an escalation point for major operational issues, championing best practice ways of working.
  • Providing clear leadership, direction and performance management for staff in product teams.
  • Inspiring, motivating and supporting colleagues to achieve objectives and continually improve performance.
  • Building effective working relationships with partner organisations on digital product development.
  • Promoting inter-agency working and co-design of digital services.
  • Sharing information clearly and ensuring partners remain informed of plans, progress and outcomes.
  • Negotiating with external suppliers and agencies to deliver best value for the Council.
  • Working closely with both internal and external stakeholders.
  • Preparing and presenting clear, evidence-based reports, plans and updates, commissioning user research, customer insight and analytics to ensure products start with genuine user needs.

About You:

You will bring strong digital product leadership experience, with the confidence to operate in complex environments and influence across organisational boundaries. Key attributes you can bring are:

  • Excellent understanding of digital product management, user-centred design and UX/UI principles.
  • Strong knowledge of Agile frameworks and delivery practices.
  • Experience of requirements elicitation and UX techniques (e.g. user research, user stories, customer journey mapping).
  • Proven experience planning and delivering work in a project or product environment.
  • Ability to work effectively with a wide range of stakeholders.
  • Understanding of change management theory and organisational development.
  • Good functional understanding of technologies supporting digital transformation (e.g. CRM, business intelligence, digital services).
  • Experience of budget awareness and operational decision-making.
  • Some knowledge/experience in public services—ideally from a similar organisation to NYC.
