Connect2Luton are excited to recruit an Environmental Health Officer on behalf of Luton Borough Council.
Main purpose of position: To effectively implement and deliver complex reactive and planned workload in relation to food hygiene, food standards and health and safety enforcement service areas. Provide professional support and advice, in line with appropriate competencies, to local stakeholders and other council services. Supervise and coach less experienced team members. To deputise for the team manager and service manager as directed.
Responsibilities
- Undertake planned interventions of higher risk commercial premises and identify contraventions of appropriate legislation, codes of practice, statutory guidance, policies and procedures.
- Determine and implement enforcement action in accordance with council policy to achieve compliance, whilst maintaining accurate and timely records of activity on the council's computer database.
- Prepare statements of evidence and other information for the compilation of reports for legal proceedings and attend courts and tribunals to give evidence on behalf of the council.
- Provide professional technical advice to, and deal with, complex complaints and enquiries from consumers and businesses, identifying potential offences and securing compliance in accordance with the Council's statutory duties.
- Investigate complex and high-profile notifications from national regulators/bodies in accordance with statutory duties and ensure actions are taken in line with agreed policies.
- Carry out food, water and environmental sampling and analysis, as may be required in accordance with sampling programmes.
- Act as a consultee for planning applications, licensing and safety advisory group applications relating to health and safety and food safety.
- Devise, develop and undertake complex activities and projects aimed at raising standards in businesses, including provision of accredited training courses, interventions based on evidence, better regulation initiatives, working with other services to assist businesses.
Qualifications
- In-depth experience of securing or improving compliance with health and safety or food safety and standards (composition and labelling) legislation.
- Able to communicate, advise and persuade service users and businesses clearly and authoritatively.
- Able to undertake detailed, complex investigations, identifying service improvements evaluating and interpreting legislation, statutory codes and data relating to the activity of the team, monitoring impact of projects and applying outcomes.
- Able to write concise and accurate reports and documents and deliver presentations.
- Able to manage and prioritise own work to meet targets and deadlines.
- In-depth current knowledge of environmental health legislation, topical issues and priorities and strategies to secure compliance.
- NEBOSH Diploma or equivalent qualification to at least level 4.
- EHRB registration as an Environmental Health Officer.
- Higher Certificate in Food Premises Inspection or Higher Certificate in Food Control.
- Able to travel to sites throughout the Borough for inspections and investigations on a daily basis, including transport of equipment.
- Able to transport equipment to and from site visits (daily).
