Connect2Luton are excited to recruit a Business and Development Manager on behalf of Luton Borough Council.

Main purpose of position: To drive the business priorities, responsibilities and development of the Board through the multi-layered work streams with the aim of ensuring the effectiveness of inter-agency working and arrangements across the local adult safeguarding system. Ensure the LSAB is an independent body that is well positioned to provide support and challenge to the safeguarding partners to fulfil their statutory obligations and responsibilities as mandated in the Care Act 2014 and other related guidance and good practice. Work closely with the Independent Chair to ensure business objectives operate in tandem for the achievement of the Board's strategic vision and improved outcomes for the people of Luton.

You will be responsible to:

  • Drive the business objectives and support function of the Board, ensuring the LSAB fulfils its statutory duties including commissioning and management of SARs as required.
  • Supervise the management of the Board's infrastructure, effective work and agenda planning, coordination, monitoring and progress reporting of action plans.
  • Produce and publish the LSAB Annual report, completing a rigorous and transparent analysis of the performance and effectiveness of local safeguarding services.
  • Identify areas of weakness and risk, and action being taken to address these, other proposals for action and measurable outcomes.
  • Ensure the report is submitted to the LSAB, Luton Council Chief Executive, Leader of the Council, the Bedfordshire Police and Crime Commissioner, Scrutiny and Luton Health and Wellbeing Board.
  • Manage development and publication of the Board's Strategic Plan and maintain oversight of its associated delivery plan.
  • Oversee planning and implementation of Board development days and strategies.
  • Ensure the development and monitor the effectiveness of LSAB governance arrangements across the Board and its constituent Sub-Groups in consultation with the Independent Chair, DASS and designated strategic safeguarding leads.
  • Provide challenge to partners, and escalate as necessary, should issues with partnership resource commitments or timeliness arise.
  • Supervise and manage staff within the Business Unit.
  • Oversee development and maintenance of a partnership data product and oversee, coordinate and contribute to the LSAB's agreed programme of training activity.
  • Be the LSAB lead for the management and update coordination of the Pan-Bedfordshire Adult Safeguarding Manuals and monitor development that additional LSAB policies/procedure/guidance are in accordance with agreed learning outcomes and set timeframes.
  • Lead LSAB preparation for the CQC inspection framework.

Skills and Experience:

  • Substantial experience in a management or lead clinical/professional role in an organisation with adult safeguarding responsibilities.
  • Experience of interagency working and representing an organisation in varied forums.
  • In-depth experience of partnership working across a wide range of statutory and VCS agencies.
  • Demonstrable involvement in policy and strategy development.
  • Substantial experience of developing, managing and delivering complex projects.
  • Demonstrable experience of coordinating and/or delivering training.
  • Able to write and present strategic documents and Board reports, including the LSAB's annual report, incorporating complex information from a wide range of sources.
  • Ability to analyse complex numerical data summarise and provide report and presentation for a variety of audience.
  • Experience of working with diverse communities.
  • The Care Act 2014 and the statutory framework for SABs.
  • Educated to Degree level or evidence of equivalent training or experience.
