Halton Borough Council is recruiting for an experienced Principal Highways Engineer to provide professional leadership, specialist advice and guidance across a range of highways and development control matters. Working closely with the Service Manager, you will play a key role in leading the Council's highways development control process, providing expert technical advice and ensuring that highway infrastructure proposals meet the required standards and support the Council's wider objectives.

About the role

  • Leading responses to planning application consultations and providing specialist advice on modelling and highway scheme design.
  • Evaluating infrastructure design and construction proposals submitted to the Council by developers, contractors and other third parties.
  • Leading, managing, coordinating and implementing the highways development control process.
  • Preparing briefs and assisting with the supervision and management of consultants undertaking contracted work on behalf of the Council.
  • Consulting and liaising with elected Members, partner organisations, stakeholders and members of the public on matters relating to the service.
  • Working closely with internal and external colleagues to ensure effective coordination of maintenance schemes with a cross-boundary and City Region reach.
  • Maintaining a thorough and up-to-date knowledge of relevant legislation, standards and professional practices.
  • Preparing clear and concise reports for submission to Management Team, Executive Board and Policy & Performance Boards.
  • Representing the service at meetings, hearings and court in relation to highways matters.
  • Deputising for the Service Manager when required.
  • Undertaking any other duties and responsibilities appropriate to the grade of the role.

About you

We are looking for an experienced highways professional with strong technical knowledge and the ability to provide authoritative advice across complex highways and development control matters. You will have excellent communication and stakeholder management skills, with the confidence to engage with elected Members, developers, consultants, partner organisations and the public. You will also need to demonstrate:

  • Significant experience working within a highways engineering environment.
  • Strong knowledge of highways legislation, standards and practices.
  • Experience of highways development control and planning application consultations.
  • The ability to assess and advise on highway modelling, infrastructure design and construction proposals.
  • Strong report writing and presentation skills.
  • Experience of managing or supervising consultants and external contractors.
  • The ability to work collaboratively across internal teams and external organisations.
  • Excellent organisational skills and the ability to manage competing priorities.
  • A professional and proactive approach, with the confidence to provide specialist technical advice.
