We are looking for an experienced and motivated Senior Engineer to join our Schemes & Major Maintenance Team, reporting to the Principal Officer. You will play a key role in preparing and delivering a variety of highway capital and major maintenance schemes across Halton, ensuring compliance with legislation and best practice standards.
Key Responsibilities Include:
- Undertaking surveys, site investigations and safety audits
- Conducting feasibility studies, and preparing reports, cost estimates and programmes
- Designing highways infrastructure in line with CDM regulations and relevant standards
- Evaluating third-party construction proposals
- Managing consultants and liaising with stakeholders and the public
- Coordinating cross-boundary projects with internal and external partners
- Procuring works and managing contracts, including on-site supervision and budget control
- Preparing technical and management reports for Senior Management and Council Boards
- Contributing to Halton's Highway Asset Management Plan
- Providing emergency response and winter maintenance cover (premium payable)
About You:
We are looking for someone with:
- A degree in engineering or a transport-related discipline
- Strong knowledge of highway traffic law and infrastructure standards
- Practical experience delivering highways projects from inception to completion
- Skills in project management, budget monitoring, and bid writing
- The ability to evaluate and advise on third-party design submissions
- Excellent communication and stakeholder engagement skills
- Proficiency in relevant technical software and systems
- Experience in a local authority highways environment is highly desirable
- A full UK driving licence and access to a vehicle
You will also be confident representing the Council in a variety of forums, preparing committee papers and reports, and managing complex project requirements with multiple stakeholders.
