Location: Hackney (Millfields Depot & Hackney Service Centre)

Contract: 12-month agency assignment

Hours: 36 hours per week (compressed shifts)

Rate: £21.53 - £22.18 PAYE, £29.01 - £29.89 Umbrella (per hour)

Hackney Council is seeking an experienced Waste Enforcement Officer to join the Climate, Sustainability & Environment team on a 12-month agency basis. This is a frontline enforcement role focused on tackling commercial waste offences, ensuring compliance with environmental legislation, and supporting cleaner, safer streets across the borough.

Working Pattern

  • Out-of-hours shifts: Approx. 15:00 - 01:00
  • 3 out of 4 weekends required
  • One week in four may be worked during daytime hours (Tue-Thu)

Key Responsibilities

  • Investigate waste offences including fly-tipping, illegal waste disposal, and non-compliant commercial waste practices
  • Gather evidence, conduct PACE-compliant interviews, and prepare enforcement cases
  • Issue fixed penalty notices, warnings, and prosecution files where appropriate
  • Work with internal teams, businesses, and partners to improve compliance and resolve issues
  • Attend court as required and maintain accurate case records

About You

  • Previous enforcement experience (environmental, local authority, or similar)
  • Strong understanding of legislation and evidence-based enforcement
  • Experience in investigations, case management, and stakeholder engagement
  • Ability to work independently in a fast-paced, frontline environment
  • Confidence dealing with challenging situations and conflict

Additional Requirements

  • Full UK driving licence and willingness to drive a council vehicle
  • Ability to work outdoors in all weather conditions and undertake a physically active role
