An exceptional opportunity has arisen for a Leasehold Consultation & Billing Manager to be part of a dedicated team within the London Borough of Hackney\'s Homeownership Service. This pivotal role is central to ensuring the effective and compliant management of Hackney\'s leasehold services, with a direct impact on the residents and financial health of the borough. As the Leasehold Consultation & Billing Manager, you will be responsible for the accurate and timely billing of major works charges, overseeing approximately £4 million in revenue. Your expertise will be crucial in the professional execution of statutory Section 20 consultations and the service of Section 20B notices. We are seeking a proactive and experienced individual to not only manage the day-to-day operations of the team but also to drive continuous improvement. You will have the autonomy to review and enhance Hackney\'s services, maximise income, and uphold the highest standards of accuracy in our financial practices. Your Impact In this role, you will: Lead and motivate a team of up to five staff, fostering a culture of high performance and excellent customer service. Ensure the accurate and timely issuing of major works invoices and demands, meticulously collating and reconciling financial data. Oversee all statutory Section 20 consultations, ensuring full compliance with the Landlord and Tenant Act 1985 and subsequent amendments. Develop and implement local policies and procedures to enhance our major works billing and leaseholder consultation processes. Support the financial management of a capital and revenue funded service, including budget monitoring and financial controls. Provide expert advice on a range of matters, including leasehold practices, contractual obligations, and statutory requirements, to both internal and external stakeholders. Prepare and present reports to senior management and committees, making recommendations for procedural changes. Represent the Council at First Tier Tribunals and other formal hearings as required. What You\'ll Bring Expert knowledge of leasehold legislation, particularly Section 20 of the Landlord and Tenant Act 1985. Proven experience in managing and motivating a team to achieve performance targets. A strong background in financial management, including budget monitoring and income maximisation. Exceptional attention to detail and a commitment to accuracy in all aspects of your work. The ability to develop and implement effective policies and procedures. Excellent communication and interpersonal skills, with the ability to engage confidently with residents, legal professionals, and senior colleagues.
