  • Commercial Manager to join our

Connect Plus Services (CPS) team, supporting the M25 London Orbital Motorway project.

CPS is a joint venture between Balfour Beatty, Atkins and Egis, responsible for operating and maintaining the M25, Europe’s busiest motorway.

Delivering over £100m of annual investment, alongside planned and reactive maintenance, this is a complex and high‑profile network requiring robust and efficient planning.

  • What you’ll be doing
  • Manage a team of Quantity Surveyors acting in the role of the Employer’s Agent (PQS) to a series of Framework Contractors.
  • Manage and be responsible for the process of monthly assessments of the Framework Contractors’ applications.
  • Take part in collaborative cost reviews to assist in pricing each of the works call‑off orders.
  • Audit costs on a regular basis in line with the Employer’s audit regime for all NEC Option C contracts.
  • Agree and/or make recommendations for final accounts with each of the Framework Contractors for their respective call‑off packages.
  • Ensure CPS KPIs are achieved.
  • Report, on a monthly basis, the performance in‑month and year‑to‑date of each Framework Contractor against the AMFP and rolling forecast.
  • Report, on a monthly basis, the remaining forecast for the year for each Framework Contractor.
  • Report monthly to the CPS Senior Team, including progress, fees earned, costs to date, forecast and EVM.
  • Update the CPS forecast for EMI works on a monthly basis and report to the Employer.
  • Make applications to the Employer for all works completed to date for EMI works and calculate and apply for fees on framework spend.
  • Take part in the AMFP process each year to set budgets for the following year.
  • Manage and be responsible for CPS subcontractors undertaking PDA works, including liabilities, payments and EVM.
  • Prepare monthly CVR reports and provide reporting to senior management.
  • Assist in the preparation of the annual AMFP.
  • Establish a strategic approach to the management of Framework Contractors.
  • Take part in and contribute to M25 community events, including CTSG and commercial forums.
  • Who we’re looking for
  • Previous experience of leading and managing a commercial team.
  • Previous relevant experience in commercial management of NEC Option C contracts, acting as the Employer’s Agent.
  • Detailed understanding of the operation of NEC contracts.
  • Experience in EVM calculations and reporting.
  • Membership of a relevant professional body and/or working towards a relevant professional qualification is desirable, such as RICS, CIOB or ICES.
  • A valid CSCS card is required.
