Westminster City Council is seeking a Principal Whole Life Carbon Officer. The salary range is £56,436 - £59,574 pro-rata, per annum (actual salary £50,166 - £52,955 per annum), negotiable depending on experience. The work location is Westminster City Hall, 64 Victoria Street, Westminster, SW1E 6QP, with hours per week set at 32 and a contract type of temporary up to 18 months. The Role:

You will oversee the use and integration of the Planning Application Carbon Evaluation and Reduction (PACER) digital platform, ensuring consistency and accuracy of the review process, liaising with applicants and consultants, and gathering feedback from stakeholders. Supporting Policy Officers in implementing policy and guidance to achieve Net Zero and Circular Economy aims will be vital. You will also provide advice on whole life carbon requirements and draft guidance and updates to environmental supplementary planning documents.

Your responsibilities will include assisting the Principal Sustainability Officer in reviewing major applications, supporting the review of carbon options appraisals, and critically analysing Whole Life Carbon Assessments submitted for planning applications. Additionally, you will manage budget responsibilities, including applying and allocating funds to different functions and projects.

About You:

To succeed in this role, you should have well-developed technical knowledge of whole life carbon assessments, datasets, and carbon conversion factors, along with experience in developing and using digital tools for this work. A collaborative approach is essential, as is promoting awareness of climate change, net zero, or environmental sustainability. Knowledge of planning processes, retrofitting existing buildings, stakeholder engagement, and research to record the impact of interventions would be desirable.

Strong communication skills are necessary for interacting with diverse stakeholders and presenting complex information clearly. You should be capable of writing project plans, progress reports, and policy recommendations, interpreting information from various sources, and drawing sound conclusions. Critical thinking and problem-solving skills are important, as is effective time management to meet tight deadlines.

Qualifications required include a degree in a relevant field such as architecture, structural engineering, building services, or environmental engineering. A post-graduate qualification or chartership in a related area would be desirable. A strong commitment to environmental sustainability and the net zero transition is essential, along with knowledge of the latest innovations in the construction industry to reduce carbon emissions.
