Technical Estimating & Bid Manager in Bromborough

Technical Estimating & Bid Manager in Bromborough

Bromborough Full-Time On-site
Concept Projects Group

At Concept Projects Group, we’re specialists in high-quality engineering and turnkey projects, construction and mechanical project delivery across a diverse range of sectors – including food & beverage, pharmaceutical, homecare, and logistics.

Our success depends on our people, and we’re looking for a Technical Estimating & Bid Manager to own the end-to-end preparation, coordination, quality assurance and timely submission of significant client quotations, RFQs and tenders, typically valued between £50,000 and £1 million+, with limits expected to increase as the business grows.

The role will convert client requirements into technically credible, commercially robust and professionally presented proposals, reducing dependency on Heads of Department and Managing Directors for quote production while retaining proportionate review and approval through the Delegation of Authority.

Responsibilities Include:

Opportunity Intake And Bid Planning

  • Take ownership of allocated RFQs, tenders and significant enquiries from receipt through to approved submission.
  • Review client information, drawings, specifications and commercial requirements; identify gaps, ambiguities, risks and required clarifications.
  • Agree the bid plan, contributors, review points and internal deadlines needed to meet the client submission date.
  • Determine whether a site visit, supplier input, subcontract pricing, design input or specialist technical review is required.
  • Escalate early where the opportunity cannot be responsibly priced or submitted within the available information, time or resource.

Site Surveys And Scope Development

  • Attend client sites with the Business Development Executive and relevant technical specialists where required.
  • Capture the technical, operational and access information needed to define a safe and deliverable scope.
  • Develop clear scopes of work, deliverables, assumptions, exclusions, constraints and client dependencies.
  • Identify likely delivery risks, temporary works, shutdown needs, permits, logistics, competence requirements and programme constraints.
  • Ensure survey outputs and clarifications are recorded and available to reviewers and future delivery teams.
  • Build detailed and auditable estimates covering labour, materials, plant, subcontractors, travel, accommodation, design, project management, preliminaries, contingency and other relevant cost elements.
  • Develop labour hours, productivity assumptions, resource profiles and programme allowances with appropriate operational input.
  • Request, obtain and evaluate supplier and subcontractor quotations for bid purposes within delegated authority and agreed procurement controls.
  • Challenge omissions, inconsistencies, unsupported assumptions and cost or programme risks before the quotation reaches approval.
  • Apply agreed overhead, margin, contingency and risk principles without committing outside delegated authority.
  • Prepare estimate summaries and option comparisons that allow reviewers to understand the commercial logic and principal sensitivities.

Proposal And Tender Development

  • Produce client-facing quotation and tender documents that clearly explain the proposed solution, scope, methodology, programme, assumptions, exclusions and commercial basis.
  • Tailor submissions to the client RFQ and evaluation criteria rather than relying on generic content.
  • Coordinate technical narratives, case studies, evidence, schedules and supporting information from internal contributors.
  • Ensure the final submission is consistent across technical, programme and commercial sections.
  • Maintain professional writing, document presentation, version control and naming standards.

Governance, Review And Submission

  • Plan and coordinate proportionate technical and commercial reviews based on value, risk, complexity and the applicable Delegation of Authority.
  • Present the estimate, key assumptions, risks, qualifications and requested decisions in a form that enables efficient review and approval.
  • Resolve review comments, maintain an auditable approval record and confirm that the authorised version is issued.
  • Send approved quotations and tender submissions to clients where authorised, copying the appropriate Business Development and operational owners.
  • Do not commit price, margin, contractual terms, programme, resource or risk outside delegated authority.

Quotation Pipeline And Deadline Control

  • Own and maintain the central quotation tracker and relevant CRM or workflow records.
  • Monitor every active quotation against the client deadline, internal review dates and outstanding inputs.
  • Chase contributors, expose blockers and elevate material delay before the submission becomes at risk.
  • Ensure semi-automated and administration-supported quotations remain visible, controlled and issued on time even where the role does not prepare every document personally.
  • Provide concise reporting on active bids, overdue actions, approval requirements, submitted value and workflow capacity.

Handover, Learning And Continuous Improvement

  • Provide a structured handover of won work, including the approved scope, estimate, assumptions, exclusions, supplier information, programme basis, risks and client clarifications.
  • Compare estimate assumptions with delivery outcomes and incorporate lessons into future cost models and templates.
  • Maintain and improve cost libraries, labour norms, supplier databases, proposal templates, standard exclusions and estimating tools.
  • Support win-loss reviews and identify recurring reasons for delay, rework, margin leakage or non-conversion.
  • Help develop a scalable pre-construction and bid-management process without adding unnecessary administration.

Business Critical Non-negotiables

  • Every allocated opportunity has a named owner, visible status, client deadline, internal review date and clear next action.
  • No quotation is issued without the required technical and commercial review and approval.
  • Cost build-ups are traceable, assumptions are explicit and material risks are visible to approvers.
  • Site information, client clarifications and supplier quotations are retained in the agreed system
    of record.
  • Material scope, price, programme, resource or contractual commitments are not made outside delegated authority.
  • Administration support and automation improve efficiency but do not dilute end-to-end accountability for quote control.
  • Won-work handovers are complete enough for delivery teams to understand what has been
    sold and on what basis.

Skills And Experience Required:

  • Demonstrable experience preparing technical estimates, quotations, tenders or pre- construction submissions in engineering, industrial services, construction or a comparable project environment.
  • Experience developing project cost estimates within the approximate £50,000 to £1 million+ range.
  • Ability to interpret RFQs, technical specifications, drawings, scopes and client requirements.
  • Strong cost-modelling capability across labour, materials, plant, subcontractors, preliminaries, risk and margin.
  • Commercial awareness and the confidence to challenge incomplete scope, unsupported assumptions and unmanaged risk.
  • Excellent written communication and the ability to turn technical and commercial information into clear client-facing proposals.
  • Experience coordinating multiple contributors and deadlines while retaining personal ownership of completion.
  • Competence in Microsoft Excel and Microsoft 365; able to learn and improve CRM, workflow and estimating systems.
  • Confident client-facing capability and willingness to travel to client sites across the UK as required.
  • Full UK driving licence.
  • Mechanical engineering, fabrication, process, utilities, construction or turnkey project experience.
  • Experience in manufacturing, FMCG, pharmaceutical, food production or other operational industrial environments.
  • HNC, HND, degree or relevant professional qualification in engineering, quantity surveying, construction management or a related discipline.
  • Awareness of NEC, JCT or comparable forms of contract.
  • Experience developing estimating tools, cost libraries, bid governance or pre-construction processes.
  • Experience supporting both negotiated opportunities and competitive tenders.

Personal Attributes

  • Takes ownership, follows through and makes deadlines visible.
  • Combines detail and commercial discipline with the ability to see the overall client proposition.
  • Comfortable working independently while drawing specialist input from others.
  • Able to challenge constructively and elevate early without creating unnecessary delay.
  • Calm and organised when managing several live quotations with competing deadlines.
  • Interested in building a scalable process, not simply producing individual documents.
  • Understands that a credible quote must be deliverable, profitable and clear to the client.

What You Get In Return:

  • Remuneration package: Up to £45,000 DOE, per year
  • Full-time opportunity offering an initial 3 to 6-month temporary contract, with the possibility of a permanent position for the right candidate
  • Provision of a company laptop and a company phone
