Essential:
- Procurement knowledge and experience
- Leadership skills – facilitating decision making, reporting, comms, relationship management, gravitas etc
- Programme / Project Management Experience and understanding of planning and project management in a leadership capacity
- Experience in all aspects of the public procurement / tendering process including producing and determining contract specifications
Skills:
- Ability to prepare and write reports on project progress to client and all contractors and subcontractors
- Ability to take control / assume leadership for all incidents defined within the job description
- Diplomacy and leadership skills
- Prepare daily and weekly activity statistics for the waste service
- Strong relationship development and leadership skills with senior management, peers, and direct reports
- Strong influencing and negotiating skills
- Excellent communication skills, both written and oral, including preparation of reports and presentations to audiences at Elected Member / Chief Executive / Director level
- Ability to communicate highly complex issues to a non-expert audience
- Strong analytical and problem solving skills, with the ability to challenge existing practices and identify innovative solutions
- Management skills including the ability to lead multi-disciplinary teams to achieve high performance
