Essential Responsibilities

  1. Manage tenders.
  2. Local Authority experience is desirable.
  3. Strong procurement technical ability.
  4. Hands-on procurement experience.
  5. Experience running whole procurement lifecycles.

To progress to career grade F, the post will in addition:

  1. Be a fully qualified corporate member of the Chartered Institute of Purchasing and Supply (MCIPS) by examination and by exception, demonstrating continual working at this level and actively progressing study.
  2. Take a lead role in facilitating and preparing for Category Boards, briefing Category Board Chairmen and Chief Officers where necessary.
  3. Have a detailed understanding of the Corporation departments, policies, procedures, and Standing Orders, interpreting how this information impacts procurement strategies; use this understanding to coach Grade E Category Managers.
  4. Lead supplier debriefs during and after procurement projects, providing appropriate feedback to senior supplier stakeholders.
  5. Fully understand the procurement framework in which the post operates and interpret different procurement options and approaches to select the correct procurement strategy for a defined outcome.
  6. Be creative in the interpretation of procurement processes, explaining technical procedures to senior Corporation stakeholders, and recommending the correct governance and decision-making processes to support the recommended procurement approach.
  7. Undertake higher value, more complex procurements with stakeholder groups across multiple departments and functions; manage risks associated with higher value, complex procurement projects to avoid legal challenges.
  8. Provide senior level input into annual Commercial Service savings target planning activities and offer expert views on anticipated savings for the category of spend.
  9. Interpret and understand EU directives to negotiate with senior stakeholders, including procurement timelines with Chief Officers and prices with senior management-level supplier stakeholders.
  10. Identify opportunities for contract management efficiencies and savings for corporate benefit and propose solutions to relevant officers and committees for implementation.
