We are seeking an experienced Head of Service for Revenues & Benefits to lead and oversee all aspects of Council Tax, Non-Domestic Business Rates, and Housing Benefits. This is a pivotal strategic and operational leadership role, ensuring services are high-performing, customer-focused, and aligned with organisational policy objectives.

Key Responsibilities:

  • Act as the Council’s lead technical expert on Revenues & Benefits
  • Develop and drive policies relating to Council Tax, Business Rates & Benefits
  • Appoint, monitor, and manage contractors and agents supporting revenue services
  • Ensure accurate and timely completion of central government returns for subsidy and income reporting (managing £300m+ revenue streams)
  • Lead operational and strategic decision-making in the Revenues & Benefits function

Ideal Candidate Profile:

  • Senior leadership experience within Revenues & Benefits services
  • Knowledge of Council Tax, Business Rates & Housing Benefits legislation and delivery
  • Proven ability to manage high-value budgets and contracts
  • Skilled in stakeholder and partner relationship management
  • Strong communication abilities — report writing, SLAs, and negotiations
  • Degree qualified or holding an IRRV qualification (or equivalent senior experience)
