Role Summary: This is a high-profile leadership role responsible for driving Fire Safety, Building Safety, Health & Safety and Business Resilience strategy across a growing portfolio of residential and mixed-use developments throughout England and Ireland. The Regional Fire, Health & Safety and Business Resilience Manager will serve as the organisation's subject matter expert and trusted advisor on all matters relating to resident safety, statutory compliance, operational risk and resilience. Working closely with senior leadership, operational teams, regulators and external stakeholders, you will provide strategic direction while maintaining operational oversight to ensure that compliance obligations are consistently achieved and safety risks effectively controlled. This role offers a unique opportunity to shape the safety culture of a rapidly evolving organisation and play a key role in protecting residents, colleagues, assets and reputation.

The successful candidate will possess outstanding technical expertise, commercial awareness and leadership capability, together with a passion for creating safe and compliant communities.
Key Responsibilities:
- Strategic Leadership: Develop and deliver the Fire, Health & Safety and Business Resilience strategy across the CompassRock portfolio. Act as the organisation's competent and responsible lead for Fire Safety and Health & Safety matters. Embed a positive and proactive safety culture throughout the business. Provide strategic advice and assurance to Executive Leadership and the Board. Ensure compliance frameworks remain aligned with legislative requirements, regulatory expectations and industry best practices. Support organisational growth activities including acquisitions, mobilisation of new developments and operational integration.
- Fire Safety & Building Safety: Lead compliance with Building Safety Act 2022, Fire Safety Act 2021, Regulatory Reform (Fire Safety) Order 2005 and Fire Safety (England) Regulations 2022. Provide governance and oversight of all fire safety arrangements across the portfolio. Develop, maintain and continuously improve our Fire Safety Management System. Ensure effective management of Higher-Risk Buildings (HRBs), including Safety Case Reviews and Mandatory Occurrence Reporting. Oversee fire risk assessment programmes and ensure timely remediation of identified risks. Review evacuation strategies, Stay-Put policies, PCFRAs and emergency procedures. Support Accountable Persons and Principal Accountable Persons in meeting statutory obligations. Monitor emerging legislation and implement changes required to maintain compliance.
- Health & Safety Management: Lead the implementation of health and safety management systems and compliance frameworks. Ensure compliance with: a) Health and Safety at Work etc. Act 1974; b) Management of Health & Safety at Work Regulations 1999; c) CDM Regulations 2015; d) Corporate Manslaughter and Corporate Homicide Act 2007; e) Relevant Approved Codes of Practice and guidance. Conduct audits, inspections and assurance reviews across the portfolio. Investigate incidents, accidents and near misses to identify root causes and drive continuous improvement. Develop and maintain risk management programmes and safe systems of work. Provide expert advice to operational teams on complex health and safety matters.
- Business Continuity & Operational Resilience: Lead the development and implementation of CompassRock's Business Continuity and Operational Resilience Framework. Conduct Business Impact Assessments and operational resilience reviews. Develop and maintain Business Continuity Plans for critical operations and assets. Coordinate crisis management and major incident response arrangements. Lead preparedness exercises, emergency simulations and tabletop testing programmes. Support the management of major events including: a) Fire incidents; b) Utility failures; c) Flooding; d) Severe weather events; e) Security incidents; f) Cyber-related disruptions impacting operations. Ensure lessons learned are embedded into future planning and response activities. Drive alignment with ISO 22301 principles and recognised resilience frameworks.
Essential Experience: Minimum five years' senior-level experience in Fire Safety, Building Safety or Health & Safety leadership roles. Proven experience within residential property, Build-to-Rent, housing, facilities management, asset management, construction or Fire & Rescue environments. Experience managing fire and building safety within high-rise and Higher-Risk Buildings. Demonstrable experience engaging with regulators and enforcement authorities. Experience developing and implementing compliance management systems. Experience developing Business Continuity Plans and organisational resilience frameworks. Experience managing major incidents, crisis response and recovery programmes.
Essential Knowledge - Comprehensive knowledge of: Building Safety Act 2022, Fire Safety Act 2021, Regulatory Reform (Fire Safety) Order 2005, Fire Safety (England) Regulations 2022, Health and Safety at Work etc. Act 1974, Management of Health & Safety at Work Regulations 1999, Construction (Design and Management) Regulations 2015, Higher-Risk Building requirements and Building Safety Regulator expectations, Fire Risk Assessment methodologies, Safety Management Systems, Business Continuity and Operational Resilience principles.
Required Qualifications, Memberships and Skills:
- Qualifications & Professional Memberships: Essential: Degree, Diploma or equivalent qualification in Fire Safety, Fire Engineering, Health & Safety or a related discipline. Level 6 CIOB Building Safety Management. NEBOSH Diploma or Certificate. Level 4 Fire Safety Qualification or higher. Desirable: Membership of CMIOSH, CFIOSH, CEng or equivalent. Registered Fire Risk Assessor accreditation. Qualification in Crisis Management or Operational Resilience.
- Skills and Competencies: Leadership: Strategic thinker with strong operational delivery capability. Ability to influence at Executive and Board level. Strong decision-making and stakeholder management skills. Technical Expertise: Excellent understanding of fire, building and health & safety legislation. Ability to translate complex regulations into practical operational solutions. Risk & Compliance: Exceptional analytical and problem-solving capability. Strong risk assessment and mitigation expertise. Communication: Highly effective written and verbal communication skills. Experience producing Board reports, safety papers and executive briefings. Organisation: Strong project management and prioritisation skills. Ability to manage multiple sites and competing demands effectively.

Location: This role requires regular travel across multiple locations from a central office base. Reporting to: Head of Facilities and Health & Safety. Working Hours: Monday to Friday, 9am to 6pm. Job Type: Full-time, 40 hours per week.
