Fully Remote Educational Psychologist – Torbay Council – £1500 per assessment

Torbay Council is seeking to commission several suitably qualified Educational Psychologists (EPs) to undertake statutory Educational Psychology advice (Appendix D) as part of Education, Health and Care Needs Assessments (EHCNAs).

The Council requires the completion of 40 Appendix D assessments by 30 September 2026 to support statutory assessment activity and reduce assessment backlog.

Requirement

• Complete Educational Psychology assessments and provide statutory advice in the format required for Appendix D of an Education, Health and Care Needs Assessment.
• Undertake assessments remotely where appropriate.
• Produce clear, evidence-based reports that meet statutory requirements and professional standards.
• Submit a completed written Appendix D report within 21 calendar days of the assessment being undertaken.

Volume

• Total requirement: 40 Appendix D assessments
• Completion deadline: 30 September 2026
• Providers may bid for all or part of the requirement.
• Torbay Council will give preference to providers able to undertake a larger proportion of the total volume to maximise consistency, efficiency and contract management arrangements.

Professional Requirements

Applicants must:

• Be a qualified and registered Educational Psychologist.
• Hold current registration with the Health and Care Professions Council (HCPC).
• Have a minimum of two years' post-qualification Educational Psychology experience.
• Have demonstrable experience of preparing statutory Educational Psychology advice for EHCP assessments.
• Hold appropriate safeguarding clearances and professional indemnity insurance.

Delivery Expectations

For planning purposes, each assessment is expected to require:

• Approximately two days of Educational Psychologist time per assessment, including:
• review of available documentation;
• consultation and assessment activity;
• report writing and quality assurance.

Reporting Timescales

• Assessment completed within agreed allocation period.
• Final Appendix D report submitted to Torbay Council no later than 21 calendar days following completion of the assessment.

Pricing

• Estimated contract value: £1,500 per completed Appendix D assessment.
• Bidders should provide a fixed price per assessment.
• The total estimated value of the full requirement is £60,000 (40 assessments at £1,500 per assessment).
