The CWA is recruiting a Pre Construction Manager to play a pivotal role in shaping and delivering one of the UK’s most significant infrastructure programmes. This role sits within the Main Civil Works team on the Sizewell C project and is responsible for leading the end‑to‑end development of Target Outturn Cost (TOC) packages through the pre‑construction phase, ensuring they are fully aligned for successful delivery.
Responsibilities
- Lead the full lifecycle development of tender packages within the Main Civil Works scope
- Define scope, delivery strategies and costing approaches for major civil work packages
- Coordinate technical, planning, estimating, risk and commercial inputs into tender submissions
- Drive tender packages through governance gateways from initiation to agreement
- Act as the single point of accountability for assigned tender packages
- Ensure strong integration between design, procurement, commercial and delivery teams
- Manage interfaces with adjacent packages and understand impacts on the wider programme
- Develop and manage programme schedules, cost plans and risk profiles
- Prepare clear handover documentation to ensure continuity into construction delivery
- Capture and embed lessons learned from Hinkley Point C and other major projects
Qualifications and Experience
- Proven experience delivering projects across the full lifecycle in a complex, regulated environment
- Strong background in pre‑construction, TOC or tender development within major civil engineering projects
- Excellent commercial, numerical and analytical capability
- Ability to integrate technical, programme and commercial information into clear strategies
- Confident decision‑maker with experience working to tight deadlines
- Strong stakeholder management, influencing and communication skills
- Experience managing subcontractors, consultants and NEC contracts
- A collaborative leader who demonstrates clarity, respect, positivity, humility and solidarity in how they work
