We are seeking an experienced and commercially driven Business Development Director to lead and grow our public sector business across the IT and telecommunications across England. The successful candidate will be responsible for developing strategic sales plans, securing high-value public sector contracts, managing complex procurement cycles, and leading a high-performing sales function. This role requires deep expertise in UK public sector procurement frameworks, enterprise technology solutions, network infrastructure, digital transformation and long‑term relationship management with English government bodies, local authorities, healthcare organisations, education institutions, and other public sector entities. The Business Development Director will play a key role in driving brand awareness, organic pipeline, revenue growth, expanding framework presence, and positioning the business as a trusted strategic partner within the English public sector.
Key Responsibilities
- Strategic Sales Leadership
- Develop and execute the company’s public sector sales strategy aligned with overall business objectives.
- Identify and pursue new business opportunities across government, healthcare, education, blue‑light services, and wider public sector organisations.
- Lead the full sales lifecycle for complex IT and Network opportunities, from qualification through to contract award.
- Build and maintain a strong pipeline of high-value public sector opportunities, including but not limited to Smart Connected Communities.
- Public Sector Contract Acquisition
- Lead bids, tenders, and framework submissions for major public sector procurements.
- Develop winning strategies for large‑scale contracts and multi‑year managed service agreements.
- Ensure compliance with public procurement regulations and framework requirements.
- Build strong relationships with procurement teams, framework providers, and key stakeholders.
- Client Relationship Management
- Establish trusted senior‑level relationships within public sector organisations.
- Act as a strategic advisor to customers on digital transformation, connectivity, cloud, cybersecurity, managed services, and telecoms solutions.
- Maintain high levels of customer satisfaction and account retention.
- Identify upsell and cross‑sell opportunities within existing accounts.
- Commercial & Financial Performance
- Deliver against revenue, margin, and growth targets.
- Forecast accurately and report on pipeline performance, contract status, and sales metrics (SalesForce).
- Negotiate complex commercial agreements and contract terms.
- Collaborate with finance and operations teams to ensure profitable delivery of contracts.
- Leadership & Team Development
- Lead, mentor, and develop the sales and bid management teams.
- Create a high‑performance sales culture focused on accountability, collaboration, and customer success.
- Support recruitment, onboarding, and ongoing development of commercial staff.
- Work closely with technical, operational, and service delivery teams to ensure seamless customer engagement.
- Market & Industry Engagement

Essential Knowledge / Skills / Background / Qualifications
- Proven track record in senior sales leadership within the IT and telecommunications sector.
- Extensive experience securing and managing large public sector contracts.
- Strong understanding of UK public sector procurement processes and frameworks.
- Demonstrable success delivering multi‑million‑pound revenue growth.
- Experience selling managed services, connectivity, cloud, infrastructure, cybersecurity, or telecoms solutions.
- Strong commercial negotiation and stakeholder management skills.
- Experience leading complex bid and tender processes.
- Ability to build relationships at C‑suite and senior government stakeholder level.
- Excellent presentation, communication, and strategic planning skills.
- Strong leadership and people management capability.
