Overview
State Hazard Mitigation Planner (SHMP) – Commonwealth of Virginia.
Department: Virginia Department of Emergency Management (VDEM).
This position is eligible for two days of telework per week.
Due to the public-facing nature of the role, regular onsite presence is required.
Responsibilities
- Author and maintain the Commonwealth of Virginia Hazard Mitigation Plan (HMP) to ensure the hazard mitigation program remains compliant with current federal requirements.
- Build and maintain relationships in the hazard mitigation community at local, state, and federal levels, with the private sector, Institutes of Higher Education (IHEs), tribal nations, and other community stakeholders.
- Coordinate with the VDEM Risk Assessment Program Analyst to provide guidance and technical support on Hazard Identification and Risk Assessment (HIRA).
- Coordinate with contractor teams to support revision of the HMP as needed.
- Ensure all requirements are met in accordance with federal guidance and deadlines.
- Collaborate with VDEM’s Grant Management and Recovery Division to ensure integration between the HMP and Hazard Mitigation Grant Programs.
- Work with the Planning District Commission (PDC) Engagement Strategy and with VDEM Regional All Hazards Planners to provide technical assistance for hazard mitigation plan writing and maintenance, and for grant project development and implementation in support of the State\'s HMP.
- Provide hazard mitigation planning guidance and support to other State agencies.
- Perform any additional tasks as assigned.
- Serve in a Virginia Emergency Support Team (VEST) role and be designated as essential personnel.
May be required to work during emergencies, including inclement weather or disasters, and may require irregular hours or work at locations other than the official duty station.
- Minimum Qualifications
- Demonstrated experience interpreting and applying federal emergency management policy and doctrine, including FEMA\'s Comprehensive Planning Guide (CPG 101) and FEMA hazard mitigation planning policy.
- Considerable working knowledge of hazard mitigation principles, including risk assessment, hazards, and mitigation strategies.
- Superior interpersonal and communication skills, both written and verbal.
- Ability to oversee and conduct the development, writing, and review of all hazards plans to create professional, effective documents.
- Experience facilitating stakeholder engagement with local, regional, state, nonprofit, and private sector partners.
- Ability to relay technical, regulatory, and/or sensitive information to diverse audiences.
- Ability to prioritize competing tasks and deadlines, manage multiple projects, and maintain attention to detail.
- Experience conducting research, organizing and analyzing information, and communicating findings and project status reports.
- Additional Considerations
- Experience in local, regional, state government emergency management, homeland security, planning, or resilience environments is preferred.
