Protects the public health by ensuring that public drinking water is in compliance with the federal Safe Drinking Water Act (SDWA) and the Waterworks Regulations. Supervises or leads engineering functions for an assigned regional area or office. Serves as a subject‑matter expert providing technical and procedural guidance and expertise to other staff. Must establish priorities and assign work, audit and approve other engineers’ work, participate in engineering design evaluation for new waterworks or modifications, monitor new and improved facilities, conduct non‑routine and final inspections, and interpret regulations for owners, operators, local governments, engineering consultants, and other staff. Must perform routine sanitary surveys and provide technical assistance to surface‑water treatment plants and systems. Must evaluate and recommend revisions to local, state, or national regulations, facilitate implementation, supervise report preparation, and provide training and technical assistance to staff and the public. Must work independently, with supervision required only for the most complex issues or large projects.
Minimum Qualifications
- Knowledge of sanitary engineering pertaining to drinking water
- Knowledge of state and federal laws, rules and regulations governing drinking water
- Knowledge of management practices and principles and administrative and supervisory principles
- Ability to make sound engineering decisions
- Ability to monitor and assess progress and interpret and apply federal and state laws and regulations
- Ability to create technical reports
- Strong oral and written communication skills
- Ability to maintain effective working relationships with internal staff, officials, engineers and other public health groups
Additional Considerations
- Licensure as a Professional Engineer (PE) or Engineer in Training (EIT) in Virginia preferred.
