Management And Program Analyst

You will serve as a principal advisor and technical authority to CNRMA leadership, providing critical policy guidance and oversight to Regional Staff and Installations across key strategic programs such as Strategic Laydown and Joint Basing. You will drive data-driven decisions by designing business case studies, analyzing workload and financial requirements, and modeling infrastructure costs to optimize resource allocation and operational effectiveness. You will lead various internal and external committees, negotiating and problem-solving with senior DoD officials, state and local municipalities, and industry leaders to effectively represent and advance critical Navy interests. You will navigate a dynamic matrix organization to mediate diverse perspectives, resolve critical policy issues, and recommend organizational realignments or staffing shifts to improve overall efficiency across the region. You will spearhead regional innovation and process improvement initiatives, leading cross-functional teams to manage performance data collection, analyze trends, and recommend actionable program enhancements to higher headquarters.

Requirements

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Utilizing a wide variety of business, management, and analytical methods to drive strategic planning processes.
• Conducting broad, multi-activity studies evaluating Base Operating Support (BOS) services across geographically dispersed Naval Installation.
• Executing comprehensive cost comparison studies to optimize various business functions.
