Team Overview

The Spectrum Licensing team supports customers to legally and responsibly utilise spectrum within the UK through the processing of Wireless Telegraphy Act licences. The team provides professional, technical and regulatory advice and guidance to thousands of customers across the UK, processing around 42,000 licences annually for products such as Business Radio, Ships Radio, Amateur Radio, Aeronautical Radio and many others.

Purpose of the Role

You will be responsible for providing professional, technical and regulatory support and guidance to customers applying for Wireless Telegraphy Act Licences. As part of the Spectrum Licensing team you will accurately process licence applications, variations and trades received via email in line with published KPIs whilst supporting customer licensing enquiries over the telephone and online. You will provide product specific process and policy guidance to new and existing licensees, maintaining accurate account information in line with our Quality and GDPR standards. This role also provides the opportunity to support continuous improvement initiatives and projects, working cross‑functionally and across all levels.

Requirements of the Role

  • Provide a high standard of customer service via phone, email, case management, post and messenger services in line with team targets, processes and procedures.
  • Provide technical and regulatory guidance to prospective, new and existing licensees on processes and product service offerings.
  • Translate complex information to a range of audiences.
  • Assess applications to ensure they meet the technical and regulatory requirements of the licence terms and conditions.
  • Process applications using multiple bespoke licensing systems.
  • Build robust working relationships with key stakeholders, manage expectations and support licence validation, renewal and fee recovery processes.
  • Work cross‑functionally with various teams across Spectrum Group, sharing knowledge and expertise to aid resilience and continuous improvement initiatives.
  • Collaborate closely with Ofcom Policy teams to ensure effective and robust working knowledge of regulatory requirements is maintained to a high standard.
  • Support licensing improvement initiatives and projects, helping to shape the future of Spectrum Licensing services.
  • Other duties as required.

Skills, Knowledge and Experience

  • Excellent communication skills with the ability to translate complex technical and policy information to a range of audiences.
  • Ability to build and maintain relationships, confidently challenging with complete respect to improve understanding and thinking.
  • Ability to work to targets and process guidelines within a high transactional programme environment.
  • Working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Agility in changing, high‑pressure environments, adapting to changes in customer demand efficiently and confidently.
  • Excellent organisation and prioritisation skills.

Essential

  • Experience across multiple digital systems and licensing platforms to accurately process spectrum licence applications and manage casework efficiently in a high‑volume environment.
  • Strong understanding of regulatory frameworks, ensuring all licensing activities comply with the Wireless Telegraphy Act and support effective, interference‑free use of spectrum across the UK.

  • Works collaboratively within the Spectrum Licensing team and with wider Ofcom stakeholders, using strong communication and interpersonal skills to deliver a consistent and high‑quality customer experience across channels.
