We are looking for a Learning and Development Business Partner to be part of our exciting People, Culture and Workplace Team. Reporting to the Head of Learning & Development, your role will be to enhance the learning offering and skills development across Ofcom by ensuring that colleagues possess the required skills needed for now and into the future.
The purpose and scope of the role
Your work will focus on ensuring Ofcom has the right skills across its people to deliver the plan of works today and into the future. You will work across all areas of the training and development cycle, ensuring return on any investments as well as the successful impact of personal and professional development products.
Key Responsibilities
- Partner with the business to understand the skills required to deliver the plan of works and align the development offerings to meet these for today and the future.
- Own strategic core components of the development offering portfolio (e.g. onboarding, compliance, professional development, insight and evaluation, enterprise learning).
- Conduct needs analysis, gather data and work with operational stakeholders and key subject matter experts to drive development products for Ofcom colleagues.
- Design, build, deliver and facilitate development programmes across technical skills and personal effectiveness.
- Ensure budgets are managed efficiently, report on learning and development KPIs, and deliver on the L&D budget for ROI.
- Interpret and communicate key data and metrics to inform and support decision‑making.
- Research and implement best‑in‑class learning activities, methodologies and digital tools, including AI and Workday.
- Work with group leaders to review learning and development interventions for technical competencies and personal effectiveness.
- Provide insight and influence to senior leaders, ensuring learning initiatives align with strategic priorities.
- Oversee the integrity of colleague records on Ofcom LMS, including apprenticeships and graduate development.
- Source, identify and arrange internal and external training providers to address capability and skill gaps.
- Iterate and continually improve the L&D offering based on feedback, effectiveness and industry developments.
Essential skills and knowledge
- Background in a digital‑first organisation, with insight to advise and shape the learning and development offering at Ofcom.
- Experience with strategic organisational transformation within data, digital and AI, and ability to interpret and communicate key data and metrics.
- Excellent stakeholder management and influencing skills, with the capability to build relationships at all levels.
- Strong project management skills, able to manage a varied and demanding workload and prioritise effectively in an agile manner.
- Advanced knowledge of learning theories, design and leadership development approaches, with comfort using AI tools such as Copilot.
- Practical knowledge of Learning Management Systems (Workday preferred) and awareness of the latest digital learning tools and developments.
- Experience managing improvement initiatives across blended learning offerings.
- Ability to influence and engage with senior leaders and group leaders.
- Experience in developing and delivering L&D KPIs, including budget, cost, delivery, and learning outcomes.
- Strong networking, relationship building and external perspective sourcing skills.
- Flexibility and resilience to operate in a fast‑moving, change‑driven environment.

- Source specialist solutions and providers when required.
- Maintain accurate colleague records on the Ofcom LMS, with experience of Workday considered an advantage.
- Assist with apprenticeship and graduate development initiatives.
- Iterate and improve the L&D offering through continuous review and iteration.
