Role Overview
We are seeking a Project Manager to lead the procurement of refreshed IT Support Services. The role will partner with a consultancy to review current IT support arrangements, develop future service models, and drive an evidence‑based procurement exercise. The Project Manager will coordinate the programme, manage dependencies, risks and governance, and ensure compliance with UK public‑sector procurement rules.
Key Responsibilities
- Strategic Review & Options Development – lead a comprehensive review of Ofcom’s current IT support strategy, operating model and service outcomes.
- Future Service Models – support the development and assessment of in‑house, outsourced, managed service or hybrid delivery options.
- Stakeholder Engagement – facilitate workshops, requirements gathering and produce clear, evidence‑based recommendations and decision papers.
- Procurement Design & Delivery – plan, govern and deliver the IT Support Services procurement project, ensuring compliance with UK public‑sector procurement laws (including the Procurement Act 2023).
- Consultancy Oversight – manage the appointed consultancy, oversee development of procurement artefacts (service specifications, evaluation methodologies, ITT documentation, commercial and contractual schedules).
- Governance – maintain detailed project plans, RAID logs, reporting packs and stakeholder communication plans.
- Risk & Issue Management – manage risks, issues and interdependencies with wider technology and commercial initiatives.
- Reporting – provide regular reporting to senior stakeholders on progress, risks, decisions and ensure timely delivery of milestones and high‑quality outputs.
Skills, Knowledge and Experience
- Proven ability to plan, deliver and close complex projects within scope, time and budget.
- Experience with Agile, Waterfall, PRINCE2, MSP and ability to manage multiple workstreams in fast‑paced environments.
- Strong governance, compliance and commercial awareness – knowledge of PCR 2015 and the Procurement Act 2023.
- Excellent communication, negotiation and influencing skills with the capacity to build stakeholder relationships.
- Proactive risk, issue and change management with clear mitigation strategies.
- Analytical and problem‑solving skills to interpret data and support decision‑making.
- Leadership and facilitation skills for cross‑functional, multi‑disciplinary teams.
- Technical and digital proficiency with MS Project, Planner, Azure DevOps, Jira, Trello and Microsoft365.
- Experience in IT services, including service management and technical architecture.
