REGIONAL MANAGER

The Changing Lives Initiative is a cross-border, community-led early intervention project to address neurodevelopmental conditions, such as ADHD and Autism. 

Job Title : Regional Manager, The Changing Lives Initiative: Flourish & Thrive
Hours : Fulltime
Duration : Until 31st December 2028
Salary : £51,110 (NJC SCP 40)
Location : Colin

JOB PURPOSE

The Regional Manager is the primary role responsible for delivery of Colin Neighbourhood Partnership’s commitments to The Changing Lives: Flourish & Thrive project, including achievement of its targets, line management of the CNP delivery team; compliance with partnership obligations including budgets, data collection and monitoring; and development of external relationships (e.g. with HSCTs, Family Support Hubs) to support delivery, as well as to develop a model for sustainability beyond EU PEACEPLUS funding. The core operational area for the CNP delivery team for which the Regional Manager has responsibility comprises the Belfast, South Eastern and Northern Health and Social Care Trust areas. The Regional Manager will also represent CNP on the project’s steering group and will contribute to the overall targets and outputs of the Changing Lives project, including communications, research and evaluation.

ESSENTIAL CRITERIA

The following qualifications, demonstrable experience, skills and competencies constitute essential elements of the Person Specification for this post:

QUALIFICATIONS AND EXPERIENCE

  • Relevant 3rd level qualification in relevant field (e.g., Early Childhood Studies, Psychology, Social Work, Education, Public Health or Community Development, 
  • Evidence of ongoing professional development
  • A minimum of 3 years ‘experience working in early intervention, early years, education, children’s services, or Health or Social Care Management, Community Development, and/or Service Improvement including 3 years’ experience of line management (including performance management) of professional teams, comprising a variety of distinct roles
  • Demonstrable in-depth understanding of Statutory and Community, Health and Social Care services, supports and pathways
  • A track record of developing effective working relationships across community, public and voluntary sector organisations 
  • Experience working within multi-agency environments (e.g, education, health, social care)

SKILLS AND COMPETENCIES

  • Strong leadership and people management skills
  • Strong problem-solving, decision making and organisational skills 
  • Ability to plan, deliver, and evaluate services effectively
  • Excellent verbal and written communication skills, with ability to communicate effectively with diverse stakeholders and foster a shared vision. 
  • Proven ability to build and maintain effective partnerships
  • Ability to analyse data and use it to drive service improvements
  • Ability to manage budgets and resources effectively

DESIRABLE CRITERIA

  • Knowledge of Evidence-based Prevention and Early Intervention Approaches
  • Knowledge of grant-funded programme requirements, reporting and accountability, in particular EU funding

OTHER

  • A full driving licence and access to suitable personal transport, to meet the travel requirements of this post.
